Abstract

Standar pelayanan minimum sarana dan prasarana adalah kriteria minimum. Standar sarana dan prasarana tersebut disusun untuk lingkup pendidikan formal, jenis pendidikan umum, jenjang pendidikan dasar dan menengah yaitu: Sekolah Dasar/ Madrasah Ibtidaiyah (SD/MI), Sekolah Menengah Pertama/Madrasah Tsanawiyah (SMP/MTs), dan Sekolah Menengah Atas/Madrasah Aliyah (SMA/MA).Standar sarana dan prasarana mencakup kriteria minimum sarana yang terdiri dari perabot, peralatan pendidikan, media pendidikan, buku dan sumber belajar lainnya, teknologi informasi dan komunikasi, serta perlengkapan lain yang wajib dimiliki oleh setiap sekolah/madrasah. Kriteria minimum prasarana yang terdiri dari lahan, bangunan, ruang-ruang, dan instalasi daya dan jasa yang wajib dimiliki oleh setiap sekolah/madrasah. Penelitian ini memfokuskan kajian tentang standar minimum manajemen sarana dan prasarana di Sekolah Laboratorium-Percontohan UPI yang mencakup SD, SMP, dan SMA Bumi Siliwangi Bandung, antara lain: (1) Lahan, (2) Bangunan, dan (3) Kelengkapan sarana dan prasarana di Sekolah Laboratorium-Percontohan UPI Bandung. Metode yang digunakan dalam penelitian ini ialah metode penelitian kualitatif dengan rancangan studi kasus. Untuk pengumpulan data, peneliti menggunakan observasi, wawancara, dan dokumentasi. Data yang diperoleh dilapangan dilakukan analisis data untuk mendapatkan temuan penelitian. Keabsahan data diuji dengan kredibilitas data, transferabilitas, reliabilitas, dan konfirmabilitas. Temuan penelitian yaitu: pertama lahan yang terdiri dari beberapa unsur diantaranya luas lahan yang tidak memenuhi standar pelayanan minimum, keamanan, kenyamanan, dan izin pemanfaatan lahan sudah mencukupi pemenuhan standar pelayanan minimum sarana prasarana. Kedua bangunan yang memenuhi standar pelayanan minimum yaitu unsur keselamatan, kesehatan, daya listrik, izin bangunan, dan pemeliharaan sedangkan luas lantai bangunan untuk sementara ini belum memenuhi kriteria standar pelayanan minimum. Ketiga kelengkapan sarana dan prasarana yang belum terpenuhi yaitu perpustakaan yang belum memadai, ruangan laboratorium, serta ruang tenaga kerja. Akhirnya penulis dapat menyimpulkan bahwa standar pelayanan minimum sarana dan prasarana dapat dikatakan sudah cukup baik, namun belum memenuhi standar pelayanan minimum yang ditetapkan, dan penulis dapat merekomendasikan standar pelayanan minimum manajemen sarana dan prasarana di Sekolah Laboratorium-Percontohan UPI Bandung. Minimum service standards of facilities and infrastructure are the minimum criteria.The standard of facilities and infrastructure are prepared for the scope of formal education, type of general education, primary and secondary education, namely: elementary school/Madrasah Ibtidaiyah (SD/MI), junior high school/Madrasah Tsanawiyah (SMP/MTs), and senior high school/Madrasah Aliyah (SMA/MA). Standard of facilities and infrastructure include minimum criteria means consisting of educational furniture,educational equipment, educational media, book and other learning resources, information and communication of technology, and other equipment that must be owned by any school/madrasah. The minimum criteria of infrastructure which consists of land sites, bulidings, space, and power installations and services that must be owned by any school/madrasah. This research study focuses on minimum standards of facilities and infrastructure management in Sekolah Laboratorium-Percontohan UPI which includes elemnatary schools, junior high school and senior high school of Sekolah Laboratorium-Percontohan UPI Bumi Siliwangi Bandung, include: (1) land sites, (2) buildings, and (3) completeness of facilities and infrastructure in Sekolah Laboratorium-Percontohan UPI Bandung. Methods used in this study is a qualitative research method with a case study design. For collect of data, author using observation, interviews, and documentation. Data obtained in the where research, analysis of data to get research findings. Validity of the data was tested with the credibility of the data, transferability, reliability, and confirmability. Findings of the research are: first, land sites which consists of several elements icnluding land area that does not fullfill the minimum service standards of facilities and infrastructure, safety, comfort, and land use permits be sufficient compliance with the minimum service standards of facilities and infrastructure. Second, bulidings that fullfill the minimum service standards of facilities and infrastructure are: elements of safety, health, electric power, buliding permits and maintenance, while the floor area of the building for the time being not fullfill the minimum service standards of facilities and infrastructure. Third, completeness of facilities and infrastructure that not fullfill with completeness of facilities and infrastructure are library of inadequate, laboratory room and employee room. Author finally conclude that minimum service standards of facilities and infrastructure can be said to have reasonably good, but not fullfill the minimum service standards of facilities and infrastructure was set, and the author can recommend minimum service standards of facilities and infrastructure in Sekolah Laboratorium-Percontohan UPI Bandung.
