Abstract
ABSTRAK Tujuan diselenggarakannya Diklatpim Tingkat IV di bidang kesehatan adalah mewujudkan pemimpin perubahan pada instansi di lingkungan Kementerian Kesehatan RI, dan hal ini yang sepenuhnya terealisasi oleh alumni diklat sebagaimana hasil Laporan Evaluasi Pasca Diklat dari proyek perubahan yang direncanakan. Tujuan penelitian ini yaitu memperoleh gambaran dan menganalisa fungsi manajemen mutu dalam implementasi pendidikan dan pelatihan kepemimpinan tingkat IV pola baru serta merumuskan model hipotetik Manajemen mutu pendidikan dan pelatihan kepemimpinan tingkat IV untuk mewujudkan pemimpin perubahan bidang kesehatan. Penelitian ini menggunakan pendekatan kualitatif melalui design based research dan tahapan model 4 D dengan menganalisa context, input, proses dan outcome serta faktor yang mempengaruhi pada saat proses pembelajaran dan pada saat penerapan proyek perubahan di tempat kerja alumni. Penggalian data dilakukan dengan wawancara terhadap penyelenggara, pemateri atau widyaiswara, alumni peserta, teman sejawat, dan atasan alumni serta telaah dokumentasi, pengamatan, dan penyebaran angket. Hasil penelitian menunjukkan bahwa mekanisme Diklatpim Tingkat IV yang dikaji dari context, input, process, output/product, dan outcome terlaksana dengan baik sesuai prosedur yang telah ditetapkan dan siklus penjaminan mutu (plan, do, check, dan action) melekat pada setiap mekanisme tersebut. Model hipotetik manajemen mutu diklatpim merujuk pada ISO 9001:2015 yang dalam implementasinya menghendaki adanya kerjasama, kolaborasi dan departementasi dalam pelaksanaan model manajemen mutu tersebut. Kata kunci: Kepemimpinan tingkat IV, Manajemen Mutu, Pemimpin perubahan, Pendidikan dan Pelatihan. ABSTRACT The purpose of the Level IV Diklatpim in the field of health is to realize the leader of change in the agency within the Ministry of Health, and this is fully realized by the alumni of the training as the results of the Post-Training Evaluation Report of the planned change project. The purpose of this research is to obtain an overview and analyze the function of quality management in the implementation of education and leadership training level IV new patterns and formulate hypothetical models of quality management of education and leadeship training level IV to realize the leaders of changes in the field of health. This research uses qualitative approach through design-based research and 4D model stages by analyzing context, inputs, processes and outcomes as well as factors that affect the learning process and at the time of implementation of change projects in the alumni workplace. Data mining is conducted by interviewing the organizers, presenters or widyaiswara, alumni participants, peers, and alumni superiors as well as the study of documentation, observations, and dissemination of questionnaires. The results showed that the mechanism of Level IV Diklatpim reviewed from context, input, process, output / product, and outcome is carried out properly in accordance with established procedures and quality assurance cycles (plan, do, check, and action) attached to each mechanism. The hypothetical model of quality management referred to ISO 9001:2015 which in its implementation requires cooperation, collaboration and department in the implementation of the quality management model.
