Abstract

Quality Function Deployment adalah suatu proses atau mekanisme terstruktur untuk menentukan kebutuhan pelanggan dan menerjemahkan kebutuhan-kebutuhan itu ke dalam kebutuhan teknis yang relevan sehingga dapat diimplementasikan dalam upaya memperbaiki dan meningkatkan kualitas pelayanan. Penelitian ini bertujuan untuk mengetahui atribut kebutuhan tenaga pendidik dan kependidikan di Kota Tangerang terhadap penyelenggaraan DIKLAT terkait kompetensi oleh dinas BKPSDM Kota Tangerang. Penelitian ini merupakan penelitian deskriptif dimana pengumpulan data diperoleh melalui studi literatur dan penelitian lapangan yang berupa wawancara, kuesioner ataupun pengamatan langsung terhadap keadaan yang sebenarnya. Responden dalam penelitian ini sebanyak 35 orang tenaga pendidik dan kependidikan yang sudah pernah mengikuti DIKLAT terkait kompetensi. Hasil penelitian yaitu diperoleh sebanyak 12 atribut kebutuhan konsumen (tenaga pendidik dan kependidikan) dengan 5 atribut prioritas yaitu pemerataan peserta diklat, keterjangkauan lokasi diklat, pembinaan berkala bagi guru setelah melaksanakan diklat, kualitas jaringan atau server yang memadai, dan pemenuhan kesediaan sarana dan prasarana. Dan terdapat 9 respon teknis sebagai rekomendasi rencana peningkatan kualitas DIKLAT yang diselenggarakan oleh dinas BKPSDM, ketiga belas respon teknis tersebut yaitu Memaksimalkan peran KKG dan MGMP, Meningkatkan dan memaksimalkan pergerakan kinerja KPK, Pengadaan checklist berkala, Pemaksimalan pengisian link peserta DIKLAT oleh pihak sekolah, Mengevaluasi kinerja pihak ketiga sebagai penyelenggara, Meningkatkan kinerja pihak ketiga sebagai penyelenggara, Memaksimalkan pengelolaan anggaran yang diterima dari DPAKD dalam rencana pengadaan DIKLAT, Pengajuan ABT (Anggaran Biaya Tambahan), dan Meningkatkan kualitas pembuatan rencana program DIKLAT. Quality Function Deployment is a structured process or mechanism to determine customer needs and translate those needs into relevant technical requirements so that they can be implemented in an effort to improve and increase service quality. This study aims to determine the attributes of the needs of educators and education personnel in the city of Tangerang for the implementation of education and training related to competence held by the BKPSDM division of Tangerang City. This research is a descriptive study where data collection is obtained through literature studies and field research in the form of interviews, questionnaires or direct observation of the actual situation. Respondents in this study were 35 educators and education staff who had attended education and training related to competence. The results showed that there were 12 attributes of consumer needs (educators and education personnel) with 5 priority attributes, namely equal distribution of training participants, affordability of training locations, periodic coaching for teachers after conducting training, adequate network or server quality, and fulfillment of facilities and infrastructure. And there are 9 technical responses as recommendations for education and training related to competence quality improvement plans organized by the BKPSDM division, such as maximizing the role of KKG and MGMP, improving and maximizing KPK performance movements, procurement of periodic checklists, maximizing the filling of education and training related to competence participant links by schools, evaluating the performance of third parties as organizers, improve the performance of third parties as administrators, maximize budget management received from the DPKAD in the education and training related to competence procurement plan, submit ABT (Additional Budget), and improve the quality of making education and training related to competence program plans.
