Abstract

Dalam perkembangannya, sebesar 20-40% kegagalan konstruksi terjadi pada tahapan pelaksanaan dan sebagian besar resiko tergantung pada kinerja kontraktor. Oleh karena itu, penerapan quality assurance di setiap kegiatan pada proyek konstruksi penting dilakukan untuk peningkatan kinerja mutu. Quality control adalah sebuah sistem yang berhubungan dengan aktivitas teknis, untuk mengukur dan mengontrol. Untuk menjamin bahwa yang dihasilkan sesuai dengan spesifikasi disebut quality assurance. Penelitian ini bertujuan untuk (1) Mengkaji penerapan pelaksanaan quality control dan quality assurance yang dilakukan oleh perusahaan konstruksi ; (2) Mengkaji kendala dalam penerapan pelaksanaan quality control dan quality assurance yang ada di Proyek pembangunan Gedung Telkom University Landmark Tower. Dilaksanakannya penelitian ini, mengetahui penerapan sistem quality control dan quality assurance pada proyek pembangunan Gedung Telkom University Landmark Tower agar bisa melihat dari kegunaan yang ada apabila sistem tersebut diterapkan dengan baik. Metode yang digunakan pada penelitian ini adalah deskriptif kualitatif dengan wawancara kepada Project Engineer (Konsultan MK) dan QC Officer (Kontraktor) diminta keterangan suatu fakta terhadap pelaksanaan proyek di lapangan. Hasil penelitian menunjukkan bahwa (1) Pada proyek ini, proses perencanaan proyek mulai dari tahapan perencanaan, penjaminan, pelaksanaan serta pengawasan yang dilakukan oleh pihak konsultan MK dan kontraktor sudah dilakukan sesuai dengan prosedur yang di cantumkan. Namun, ada perbedaan dibagian format persetujuan antara pedoman Kementerian PUPR dibandingkan dengan pelaksanaan pada proyek. (2) Untuk kendala pada penerapan pengendalian mutu dan penjaminan mutu pada proyek ini adalah pada serah terima alat, di cek terlebih dahulu dan alat tersebut dalam keadaan kondisi siap pakai atau prima. Namun pelaksanaan alat rusak, dikarenakan seringnya alat digunakan pada preboring. Kata Kunci: Quality control, Quality assurance, Proyek, Konsultan During its development, 20-40% of construction failures occur at the implementation stage and most of the risk depends on the performance of the contractor. Therefore, it is important to implement quality assurance in every activity on a construction project to improve quality performance. Quality control is a system related to technical activities to measure and control. The systematic step to ensure that what is produced is in accordance with the specifications is called quality assurance. This study aims to (1) examine the implementation of quality control and quality assurance implementation by construction companies in carrying out construction projects; (2) Assessing obstacles in the implementation of quality control and quality assurance in the Telkom University Landmark Tower building project. Carrying out this research, knowing the application of quality control and quality assurance systems in the construction project of the Telkom University Landmark Tower building in order to see from the existing uses if the system is implemented properly. The method used in this research is descriptive qualitative by interviewing the Project Engineer (Consultant Management Construction) and QC Officer (Contractor) who are asked for information about facts regarding project implementation in the field. The results showed that (1) In this project, the project planning process starting from the planning, guarantee, implementation and supervision stages carried out by the Constitutional Court consultant and the contractor has been carried out according to the procedures listed. However, there are differences in the approval format between Minister For Public Works and Human Settlements guidelines compared to project implementation. (2) The constraints on the application of quality control and quality assurance in this project are the handover of the equipment, first checked and the equipment is in a state of ready-to-use or prime.
