Abstract

The background of this research was the low quality level of the human resource (HR) that deals with infrastructure development in the field of public works, particularly HR in Provincial, Municipal, and District Governments. Besides that, the condition of educational levels, particularly under the agencies related to public works infrastructure development is extremely disproportional and far from an ideal condition of personnel structure needed in performing infrastructure development. Therefore, since 1996 The Center for Professional Education Ministry of Public Works (Pusdiktek) has been holding a Public Works Professional Education (PWPE) in cooperation with university. The problem should be studied more extensively is the extent of effectiveness of PWPE through partnership cooperation in producing professional graduates both for diploma and master programs.This research was directed to find the answers of specific questions concerning the effectiveness of PWPE, focused on 4 (four) analytical units, namely: first, strategic factors of partnership; second, partnership program; third, partnership behavior; and fourth, partnership quality indicators. A qualitative approach and survey methods applied in this research. Survey was conducted to collect required data through interview, observation, documentary study and spreading questionnaires to respondents selected by a purposive sampling. Analytical technique was carried out by inductive or interpreting data and information and then comparing them to the relevant theories, concepts, and making a generalisation. Based on the neralisation, it could be revealed some trends in executing PWPE through partnership cooperation between Pusdiktek and University. Furthermore, by using a Force-Field Analysis (FFA) can be revealed driving force and restraining force factors to diagnose the effectiveness of the partnership cooperation in executing PWPE. Then, by using SWOT analysis, it can be identified various strength, weaknesses, opportunities, and treats encountered today, and subsequently formulated some strategies to develop and promote the effectiveness of PWPE through partnership cooperation with the University.The results offered some breakthrough measures to increase the effectiveness of PWPE by developing The Conceptual Model for Effective Partnership-Based Educational Management (MPBK-PU). This research also recommends that the cooperation in holding PWPE, it should be continuously developed by using MPBK-PU, because the model is believed to be more efective than the cooperation mechanism currently applied by Pusdiktek.
