Abstract

Pentingnya lembaga mengembangkan learning organization bagi lembaga untuk meningkatkan kualitas lembaga. Pemahaman serta informasi pegawai dalam menerapkan learning organization pada Balai Pelatihan dan Pengembangan BKKBN Provinsi Jawa Barat masih kurang maksimal. Tujuan dari penelitian ini adalah untuk menganalisis karakteristik lembaga, langkah-langkah pengembangan sumber daya manusia dan menganalisis faktor pendukung dan penghambat. Pendekatan yang dilakukan dalam penelitian ini menggunakan metode deskriptif dengan analisis pendekatan kualitatif. Penelitian ini dilaksanakan di Balai Pelatihan dan Pengembangan BKKBN Provinsi Jawa Barat. Pada Bulan Juli 2020 dengan total sampel yang berjumlah 4 pegawai. Hasil penelitian yang didapat setelah melakukan penelitian yaitu bahwa Balai Pelatihan dan Pengembangan BKKBN belum menerapkan komponen-komponen learning organization. Karena dalam karakteristik hanya 4 dari 5 indikator yang dapat dilaksanakan dikarenakan tidak memilikinya visi misi. Selanjutnya dalam langkah-langkah hanya 9 indikator dari 10 yang dapat di laksanakan dikarenakan tidak memiliki visi misi lembaga. Dan terakhir dalam faktor pendukung memiliki kesempatan untuk lebih mengetahui informasi mengenai substansi program BKKBN, dan memberikan pendidikan kepada Aparatur Sipil Negara untuk meningkatkan kompetensi dan memfasilitasi kebutuhan Aparatur Sipil Negara. Dan faktor penghambat perlu ditingkatkan kualitas latbang untuk terhadap loyalitas, kedisiplinan, tingkat kepemimpinannya. The importance of institutions developing learning organizations for institutions to improve the quality of the institution. Employees' understanding and information in implementing learning organizations at the West Java Province BKKBN Training and Development Center are still not optimal. The purpose of this research is to analyze the characteristics of the institution, the steps for human resource development and to analyze the supporting and inhibiting factors. The approach taken in this research uses descriptive methods with qualitative approach analysis. This research was conducted at the West Java Province BKKBN Training and Development Center. In July 2020 with a total sample of 4 employees. The results obtained after conducting research are that the BKKBN Training and Development Center has not implemented thecomponents learning organizational. Because in the characteristics only 4 out of 5 indicators can be implemented because they do not have a vision and mission. Furthermore, in steps only 9 indicators out of 10 can be implemented because they do not have a vision and mission of the institution. And finally the supporting factors have the opportunity to find out more information about the substance of the BKKBN program, and provide education to the State Civil Apparatus to increase competence and facilitate the needs of the State Civil Apparatus. And the inhibiting factor needs to be improved the quality of latbang for loyalty, discipline, and leadership level.
