Abstract

The topic of disertation: Models of Political Party Cadre Education In Political Changes Dimension Based on Andragogy Approach. ( A Critical Analysis on Implementation of Golkar Cadre Education Program in Indonesia Period ¡984 - 1997). The research employed the qualitative approach with Delphi techniques. The resource persons of this research are experts in political education, political observers, political communicators, Golkar fungsionalists, and conceptors of Golkar cadre training. In this research, the writer connects his ideas with educational theory, componential changes theory, and process philosophy. According to educational theory, education does not only transfer knowledge to increase the students skills, but also to develop self concept, and self relience. The educational process must be appropriate with the realization of the changing needs. According to the process of philosophy that livelihood has a process, every process will form the new thing. People must adapt to the new thing. In this case, education and teacher are the most important to guide the students in order to know and understand the new thing. According to the componential changes theory, political system depends on whether or not the component functions. If one component changes, other components must change. If the components do not change equally, the growth of system will be annoyed According to Malcom S Knowles, the andragogy approach functions to help the learners diagnose their needs for particular learnings within the scope of a given situation (the diagnostic function). As planning with the learners, a sequence of experiences will produce the desired learnings (the planning function). Creating conditions will cause the learners to want to learn (the motivational function). And selecting the most effective methods and techniques is intended for producing the desired learnings (the methodological function). To provide the human and material resources is necessary to produce the desired learnings (the resource function). The last function of the-andragogy approach is to help the learners measure the outcomes of the learning experiences (the evaluative function). The findings of this research indicate that the Golkar cadre is not made a significant power in the organization. The Golkar main power depends on supreme council, army the and bureaucracy. The Golkar power is protected by law completely. In such a case (1) The function of political education is not prepared to produce mainstay and professional cadre. (2) The organizer does not use professional instructors, rather they emphasize more on obedient instructors. (3) The committee cannot select cadre aspirants well, because the political education is oriented toward quantity target. They make effort to unify the attitude, skill and cadre political behaviors. There are the things, that caused the political education (Karakterdes and Karsinal) as an instrument to control and protect the Golkar power. Output of Kararakterdes and Karsinal training was only functional to secure voting security in the general election. They were not functional as future leader candidates.
