Abstract

Penelitian ini merupakan studi deskriptif mengenai Implementasi Program Peningkatan Kompetensi Pembelajaran (PKP) Berbasis Zonasi Guru Mata Pelajaran Bahasa Indonesia Kota Bandung. Penelitian ini dilakukan untuk dapat memberikan informasi dan gambaran umum mengenai implementasi diklat yaitu program PKP berbasis zonasi sesuai kajian keilmuan teknologi pendidikan, mendeskripsikan dan menganalisis: 1) Perencanaan Program PKP Berbasis Zonasi; 2) Pelaksanaan Program PKP Berbasis Zonasi; 3) Evaluasi Program PKP Berbasis Zonasi; 4) Faktor pendukung dan penghambat Program PKP Berbasis Zonasi. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data dalam penelitian ini adalah angket, wawancara dan studi dokumentasi. Responden yang terlibat dalam pengisian angket berjumlah 81 orang yang terdiri atas 3 orang pengawas, 13 fasilitator, 39 peserta diklat serta 26 orang kepala sekolah. Adapun narasumber wawancara yaitu 1 orang pengawas dan 1 orang fasilitator. Temuan penelitian menunjukkan bahwa implementasi program PKP berbasis zonasi dapat menjadi inovasi terbaru dalam perkembangan diklat yang efektif dan efisien sehingga dinilai sangat baik. Perencanaan diklat diarahkan pada pelaksanaan diklat secara nasional yang mempertimbangkan kedekatan wilayah (zonasi) untuk meningkatkan kualitas pembelajaran yang bermuara pada peningkatan kualitas peserta didik. Program dilaksanakan di setiap Pusat Belajar (sekolah yang dipilih untuk pelaksanaan di setiap zonasinya), di Kota Bandung ada 13 PB diikuti 260 guru sasaran didampingi oleh guru inti sebagai fasilitator dan pengawas melalui kegiatan tatap muka, pengembangan desain pembelajaran berbasis HOTS (high other thinking skills)dan praktik pembelajaran. Evaluasi program, meninjau kompetensi peserta berkaitan dengan kompetensi guru dan kompetensi pembelajaran berorientasi HOTS, penyelenggara, serta dampak setelah program selesai dilaksanakan. Faktor pendukung diklat diantaranya strategi penyelenggaraan dan sumber daya (manusia, biaya, sarana dan prasarana) yang tepat dan memadai. Faktor penghambat diklat yaitu kurang matangnya analisis kebutuhan berupa penjaringan peserta, ketidakseimbangan jumlah pengawas dengan jumlah PB dan waktu pelaksanaan yang mendekati penilaian akhir semester. This research is a descriptive study of the Implementation Zoning Based Learning Competency Improvement Program (Zoning-Based PKP) Indonesian Language Subject Teachers in Bandung. This research was conducted to be able to provide information and a general description on the implementation of education and training accordance with the scientific study of educational technology, describing and analyzing: 1) Zoning-Based PKP Program Planning; 2) Zoning-Based PKP Program Implementation; 3) Zoning-Based PKP Program Evaluation; 4) Supporting and inhibiting factors of the Zoning-Based PKP Program. The research method used is descriptive research method with a quantitative approach. Data collection techniques in this study were questionnaires interview and documentation studies. The respondents involved in filling out the questionnaire were 81 people consisting of 3 supervisors, 13 facilitators, 39 training participants, and 26 principals. The interviewees are 1 supervisor and 1 facilitator. The research findings show that the implementation of zoning-based PKP programs can be the latest innovation in the training development of effective and efficient so that it is considered very good. Training planning is directed at the implementation of a national education and training program that considers the closeness of the region (zoning) to improve the quality of learning which leads to improving the quality of students. The program is implemented in each Learning Center (schools selected for implementation in each zoning), in Bandung, there are 13 LC followed by 260 target teachers accompanied by core teachers as facilitators and supervisors through face-to-face activities, development of HOTS-based learning design (high other thinking skills ) and learning practices. Program evaluation, reviewing participant competencies related to teacher competencies and HOTS-oriented learning competencies, organizers, and impacts after the program complete. Training supporting factors include the implementation strategy and appropriate and adequate resources (human, cost, facilities, and infrastructure). The inhibiting factors of education and training are the lack of maturity of the needs analysis in the form of a selection of participants, the imbalance of the number of supervisors with the number of LC, and implementation time is approaching the end of semester assessment.
