Abstract

Mutu layanan pendidikan merupakan jaminan bahwa proses penyelenggaraan pendidikan di sekolah akan sesuai dengan apa yang seharusnya terjadi dan sesuai pula dengan harapan yang dijadikan pagu/benchmark. Hal tersebut dapat terlaksana bila bentuk pelaksanaan pengelolaan sekolah menggunakan prinsip manajemen berbasis sekolah (MBS). Partisipasi komite sekolah sangat penting dalam meningkatkan mutu layanan pendidikan dan diperlukan strategi yang tepat sehingga komite sekolah dapat melaksanakan perannya dalam perencanaan, pengawasan, dan evaluasi program pendidikan. Strategi tersebut melalui analisis SWOT yang dapat memahami seluruh informasi lingkungan internalnya dan menggunakan analisis PEST untuk mengetahui lingkungan ekternalnya. Tujuan penelitian ini adalah untuk mendeskripsikan strategi partisipasi komite sekolah dasar dan menentukan posisi sekolah untuk memperjelas strategi dalam meningkatkan mutu layanan pendidikan. Metode penelitian yang digunakan adalah metodologi penelitian pendekatan gabungan kualitatif dan kuantitatif dengan menggunakan a two phase mixed method. Pembahasan dilakukan dengan triangulasi data dari wawancara, dokumentasi, dan observasi. Penelitian ini menghasilkan rekomendasi strategi partisipasi komite sekolah dasar dalam meningkatkan mutu layanan pendidikan pada kedua sekolah dasar yaitu strategi Progresif, artinya kondisi sekolah dalam keadaan prima dan mantap sehingga sangat dimungkinkan untuk terus melakukan ekspansi, memperbesar pertumbuhan dan meraih kemajuan secara maksimal, sedangkan posisi kedua sekolah berada pada kuadran I yang menandakan bahwa posisi sekolah kuat dan berpeluang.; The quality of education services is a guarantee that the process of organizing education in schools will be in accordance with what should have happened and in accordance with the expectations that were made as a benchmark / benchmark. This can be done if the form of implementation of school management uses the principle of school-based management (SBM). The participation of school committees is very important in improving the quality of education services and appropriate strategies are needed so that the school committee can carry out its role in planning, monitoring and evaluating educational programs. The strategy is a SWOT analysis that can understand all its internal environmental information and use PEST analysis to determine its external environment. The purpose of this study was to describe the strategy of participation of primary school committees and determine the position of schools to clarify strategies in improving the quality of education services. The research method used is a qualitative and quantitative approach research methodology using a two phase mixed method. The discussion was conducted by triangulating data from interviews, documentation, and observations. This study resulted in a recommendation for the strategy of participation of elementary school committees in improving the quality of education services in both elementary schools, namely Progressive strategy, meaning that the condition of the school was in prime and steady condition so it was possible to continue to expand, maximize growth and achieve maximum progress, while the second position is in quadrant I which indicates that the school position is strong and has a chance.
