Abstract

Latar belakang penulisan skripsi ini adalah hubungan diplomasi antara Australia dengan Timor Leste yang memiliki sejarah panjang, mulai dari peristiwa Integrasi Timor Timur dengan Indonesia di tahun 1975 sampai pelepasannya pada tahun 1999. Penulis melihat bahwa secara historis, kehidupan negara Timor Leste dipengaruhi oleh negara tetangganya, yaitu Australia. Rupanya Australia adalah salah satu negara Donatur yang memberikan banyak sekali bantuan pada negara Timor Leste, salah satunya dalam bidang pendidikan Dari sini muncul pertannyaan mengapa Australia memberikan bantuan pada Timor Leste dalam bidang pendidikan? Bagaimana bantuan yang diberikannya? dan bagaimana dampak bantuan ini pada pendidikan Timor Leste? Maka dari itu, penulis melaksanakan penelitian ini dengan menggunakan metode penelitian sejarah yang dilakukan melalui tahpan-tahpan berikut : Heuristik, Kritik Sumber, Intepretasi dan Historiografi. Dalam penelitian ini, penulis menemukan bahwa bantuan pendidikan dari Australia untuk Timor Leste ini diwujudkan melalui program bernama The Agency for International Develoment. Program ini memberikan bantuan kongkrit berupa suntikan dana untuk anggaran pendidikan Timor leste dan fasilitas-fasilitas penunjang pendidikan seperti buku-buku pelajaran. selain itu, program ini memberikan bantuan abstrak seperti pelatihan tenaga pengajar, transfer ilmu dan pengiriman tenaga kerja profesional dalam bidang pendidikan. Dampak dari bantuan ini adalah peningkatan kualitas dan kuantitas pendidikan Timor Leste mulai dari meningkatnya jumlah tenaga pengajar, sekolah sampai angka melek huruf di Timor Leste.;--- The background of this thesis writing is diplomatic relations between Australia and Timor Leste that have a long history, starting from the events of the Integration of East Timor with Indonesia in 1975 until its release in 1999. The author sees that historically, the life of the country of Timor was influenced by its neighboring countries, namely Australia. Apparently Australia is one of the donor countries that provided a great deal of assistance to the country of Timor Leste, one of them in the field of education. From this comes the question why Australia is providing assistance to Timor Leste in the field of education? How is the help given? and how does this assistance affect East Timor's education? Therefore, the author carried out this research using the method of historical research carried out through the following tales: Heuristics, Criticism of Sources, Interpretations and Historiography. In this study, the author found that this educational assistance from Australia for Timor Leste was realized through a program called The Agency for International Develoment. This program provides concrete assistance in the form of injections of funds for East Timor's education budget and educational support facilities such as textbooks. in addition, this program provides abstract assistance such as training of teaching staff, transfer of knowledge and sending professional workers in the field of education. The impact of this assistance is to increase the quality and quantity of East Timorese education starting from the increase in the number of teaching staff, schools to literacy rates in Timor Leste.
