Abstract
Penelitian ini dilatarbelakangi oleh maraknya fenomena bad governance pasca reformasi yang bersumber dari karakter moral Aparatur Sipil Negara (ASN). Oleh karenanya penelitian ini berjudul Pembinaan Nilai-Nilai Etika Aparatur Sipil Negara untuk Mewujudkan Good Governance. Lokus penelitian ini di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kota Bekasi. Penelitian ini bertujuan untuk mengungkap bagaimana implementasi nilai etika ASN di kantor DPM-PTSP dalam mewujudkan Good Governance, menggali nilai-nilai karakter yang perlu dikembangkan dalam pembinaan nilai etika ASN, serta merumuskan model pembinaan tersebut. Teori pokok yang digunakan bersifat komprehensif berdasarkan pendekatan etika eklektif (sintesis etika deontologis-theologis, teleologis-fenomenologis) dan landasan Pendidikan Umum dan Karakter. Kebaruan penelitian terletak pada penggunaan metode kualitatif analisis fenomenologi-hermeneutik untuk mengungkap temuan makna dan masalah belum terbentuknya moral otonom ASN. Substansi temuannya adalah model holistik pembinaan etika ASN. Kesimpulan hasil penelitian ini adalah bahwa pembinaan nilai etika ASN di Kantor DPM-PTSP Kota Bekasi secara umum sudah baik berdasarkan indikator nilai rata-rata Indek Kepuasan Masyarakat dengan kategori sangat baik (2018) dan terbaik nasional (2011-2014). Nilai karakter moral yang perlu dikembangkan dalam pembinaan nilai etika ASN adalah kepekaan, kedisiplinan, kejujuran, gotong-royong, dan nilai karakter performance yang dibutuhkan: responsiveness, transparansi, partisipasi (demokrasi). Temuan maknanya adalah bahwa pembinaan nilai etika ASN untuk mewujudkan Good Governance merupakan implementasi nilai dasar Pancasila untuk mewujudkan manusia utuh. Peneliti merekomendasikan perlunya perbaikan program pembinaan nilai etika ASN secara holistik, intensif, integral dan berkelanjutan dengan kepemimpinan transformasional. Metode pembelajaran kontekstual juga dibutuhkan pada materi Pendidikan Umum dan Etika Pemerintahan di Program Studi yang mencetak calon ASN;---This research is motivated by the rise of the phenomenon of bad governance after the reform which originates from the moral character of the State Civil Apparatus (SCA/ASN). Therefore this research is entitled Fostering Ethical Values of State Civil Apparatus to Achieve Good Governance. The locus of this research is the Office of Investment and Integrated Services of One Door (DPM-PTSP) of Bekasi City. This study aims to uncover how the implementation of ASN ethical values in the DPM-PTSP office in realizing Good Governance, exploring the character values that need to be developed in fostering the ASN ethical values, and formulating the fostering model. The main theories used are comprehensive based on an approach to ethical ethics (synthesis of deontological-theological, teleological-phenomenological ethics) and the foundation of General and Character Education. The novelty of the research lies in the use of a qualitative method of phenomenological-hermeneutic analysis to uncover the findings of meaning and the problem of the formation of an autonomous moral ASN. The substance of its findings is the holistic model of ASN ethics guidance The conclusion of the results of this study is that the development of ASN ethical values in the DPM-PTSP Office in Bekasi City has generally been good based on the indicators of the average value of the Community Satisfaction Index with very good categories (2018) and national best (2011-2014). Moral character values that need to be developed in fostering ASN ethical values are sensitivity, discipline, honesty, mutual cooperation, and the required character performance values: responsiveness, transparency, community participation (democracy). The finding of the meaning is that fostering the ASN ethical values to realize Good Governance is the implementation of the basic values of Pancasila to realize whole human beings. The researcher recommends the need to improve ASN's ethical value development program holistically, intensively, integrally and continuously with transformational leadership. Contextual learning methods are also needed in General Education and Government Ethics material in the Study Program that prints ASN candidates.
