Abstract
Kemenangan Thomas Jefferson pada pemilihan umum tahun 1800 telah mengubah pemerintahan Amerika Serikat yang sebelumnya bersifat aristokrasi monarki menjadi demokratis. Oleh karena itulah pelaksanaan demokrasi Thomas Jefferson di Amerika Serikat menarik untuk dikaji. Adapun permasalahan yang dikaji mengenai pelaksanaan demokrasi Thomas Jefferson di Amerika Serikat tahun 1801-1809. Permasalahan tersebut kemudian dikaji ke dalam beberapa permasalahan pokok yaitu pertama, bagaimana kondisi sosial politik di Amerika pada akhir abad ke 18. Kedua, bagaimana pemikiran Thomas Jefferson tentang demokrasi. Ketiga, bagaimana pemerintahan Thomas Jefferson dalam mengembangkan demokrasi. Keempat, bagaimana reaksi kaum federalis terhadap politik demokrasi Thomas Jefferson. Metode yang digunakan dalam penelitian ini adalah metode historis, dengan menerapkan enam langkah penelitian, yaitu memilih topik, mengusut bukti (evidensi), membuat catatan penting yang relevan dengan topik, mengevaluasi secara kritis bukti (evidensi), menyusun hasil-hasil penelitian secara sistematis, serta menyajikan hasil penelitian. Berdasarkan penelitian ini dapat disimpulkan bahwa dengan terpilihnya Jefferson sebagai presiden pada Pemilihan 1800 maka Jefferson melaksanakan prinsip-prinsip demokrasi dalam pemerintahan. Kebijakan nya antara lain, menghapus Undang-Undang Penghasutan dan Orang Asing yang telah diloloskan pada masa pemerintahan Adams. Undang-Undang tersebut memberikan hak pada pemerintah untuk menangkap orang-orang yang dinilai anti pemerintah. Dalam bidang ekonomi, Jefferson menerapkan perekonomian yang memihak kepentingan rakyat yakni menghapuskan pajak internal, dan menghemat biaya militer. Dalam bidang sosial pemerintahan Jefferson mengubah gaya pemerintahan yang mewah menjadi lebih sederhana tidak seperti pemerintahan sebelumnya. Jefferson berusaha sedekat mungkin dengan rakyat agar dapat mendengar berbagai keluhan yang dirasakan oleh rakyat. Hal ini dimaksudkan agar tidak ada jarak antara presiden dan rakyatnya. Kebijakan demokrasi yang di laksanakan Jefferson membuat para pendukung partai Federal menjadi marah dan menyerang Jefferson dengan mengkritik berbagai kebijakan demokrasi Jefferson. Kata kunci: demokrasi, aristokrasi monarki Abstract Thomas Jefferson's victory in the 1800 elections has changed the previous U.S. government form, monarchy aristocracy, to democratic. Therefore the implementation of Thomas Jefferson democracy in the United States was intriguing to study. The issues were examined regarding the implementation of Thomas Jefferson democracy in the United States in 1801-1809. Those issues are then studied into a few main issues, firstly, how the social and political condition in United States in the late 18th century. Secondly, waht Thomas Jefferson thought about democracy. Third, how the Thomas Jefferson goverment developing democracy. Fourth, what about the political reaction from the federalist againts Thomas Jefferson democracy. The method that used in this study is historical method, by applying the six steps of recearch, i.e. selecting a topic, investigating evidence, making important notes relevant to the topic, critically evaluate evidence, compiling research results systematically, and presents the results of research.Based on this study it can be concluded that with the election of Jefferson as president in the election of 1800, Jefferson was implementing democratic principles in government. His policy was, removing incitement Alien and Seditions Act that had been passed during the administration of Adams. The law gave the government the right to arrest those who were rated as anti- government. In the development of economy, Jefferson applied economic system, which dealt with the public interest, of abolishing the Internal Revenue Service and cutting the military budgeting. In the social administration, Jefferson changed luxurious style of government to the simpler unlike the previous administration. Jefferson attempted to be as close as possible to his people in order to listen to a variety of grievances felt by his people. This was intended to make no distance between the president and the people. Democrat policies implemented by Jefferson made the federal party supporters became angry and attacked Jefferson by criticizing the policies of Jefferson democracy.
