Abstract

Pengumpulan data untuk kepentingan identifikasi kebutuhan memerlukan pemilihan teknik pengumpulan data yang tepat, sehingga pelatihan yang dilaksanakan dapat menjadi solusi terhadap permasalahan yang ada. Penelitian ini bertujuan untuk mendeskripsikan perencanaan, pelaksanaan, evaluasi, serta faktor pendukung dan penghambat pengumpulan data dalam identifikasi kebutuhan pelatihan pada lembaga pelatihan di Kota Bandung. Metode penelitian yang digunakan adalah metode kualitatif dengan jumlah partisipan yaitu 8 orang yang berasal dari BBPLKDN, BKKBN, Balai Besar Keramik dan Balai Besar Tekstil. Instrumen yang digunakan adalah wawancara dan studi dokumentasi. Hasil penelitian menunjukan bahwa perencanaan pengumpulan data dalam identifikasi kebutuhan pelatihan yaitu disusun berdasarkan data yang ingin diperoleh terkait program pelatihan yang sesuai dengan kebutuhan sasaran. Sehingga untuk memperoleh data tersebut, maka setiap lembaga memiliki teknik pengumpulan data yang berbeda-beda. Pemilihan teknik tersebut ditentukan oleh beberapa faktor diantaranya kedalaman dan kejelasan data yang ingin diperoleh, sasaran identifikasi kebutuhan, serta jumlah pengumpul data. Adapun pelaksanaan pengumpulan data dalam identifikasi kebutuhan pelatihan dilaksanakan berdasarkan beberapa tahapan, yakni pemilihan dan penggunaan teknik pengumpulan data, strategi pengumpul data, serta mengolah data yang telah diperoleh guna mendapatkan kesimpulan mengenai kebutuhan pelatihan sasaran. Evaluasi pengumpulan data dalam identifikasi kebutuhan pelatihan dilaksanakan dengan cara menyesuaikan antara perencanaan dengan pelaksanaan identifikasi kebutuhan pelatihan, serta mengukur ketercapaian tujuan dari proses pengumpulan data. Faktor pendukung pengumpulan data dalam identifikasi kebutuhan pelatihan yaitu dukungan sumber daya manusia, anggaran, fasilitas dan sarana prasarana, serta keterlibatan sasaran. Adapun faktor penghambatnya yaitu program yang tidak sesuai dengan hasil identifikasi kebutuhan pelatihan, serta sasaran yang kurang responsif dan tidak mau bekerjasama;---Data collection for the purpose of identifying needs requires the selection of appropriate data collection techniques, so that the training can be a solution to existing problems. The purpose of this research is to describe the planning, implementation, evaluation, and supporting and inhibiting factors of data collection to identifying training needs at training institutions in Bandung. The researcher conducted this research by applying qualitative method with 8 participants from BBPLKDN, BKKBN, Balai Besar Keramik and Balai Besar Tekstil. The instruments in this research used interviews and documentation studies. The results of the research show that the planning of data collection in the identification of training needs is compiled based on the data that is to be obtained related to the training program that fits the target needs. So to get the data, each institution has different data collection techniques. The choice of the technique is determined by several factors including the depth and clarity of the data to be obtained, the target of identifying needs, and the number of data collectors. The implementation of data collection in the identification of training needs is based on several stages, namely the selection and use of data collection techniques, data collection strategies, and processing data that has been obtained in order to obtain conclusions regarding the target training needs. Evaluation of data collection in the identification of training needs is by adjusting between planning and the implementation of identification of training needs, as well as measuring the achievement of the objectives of the data collection process. Supporting factors for data collection in identifying training needs are the support of human resources, budgets, facilities and infrastructure, and target involvement. The inhibiting factors are programs that are not in accordance with the results of identification of training needs, and targets that are less responsive and do not want to cooperate.
