Abstract
Penelitian ini dilatarbelakangi dari keresahan peneliti tentang kecenderungan pada kalangan Ormas Keagamaan (Islam), persoalan yang berkenaan dengan pembinaan pendidikan politik masih menjadi suatu tantangan, seperti respon terhadap kondisi politik dewasa ini, partisipatoris, unjuk rasa, demonstrasi, perbedaan pendapat, menghargai pendapat orang lain, dan menjunjung tinggi nilai kemanusiaan dan keadilan. Maka masalah pokok yang ingin diungkapkan dalam penelitian ini berkaitan dengan bagaimana peran Pimpinan Pusat Persatuan Islam dalam melakukan pendidikan politik bagi warganegara. Penelitian ini diarahkan untuk menjawab sejumlah pertanyaan-pertanyaan sebagai berikut: (1) Bagaimana landasan filosofis dan ideologis Persatuan Islam (Persis) dalam pendidikan politik warga negara?, (2) Bagaimana materi, media dan metode kegiatan pendidikan politik Persis?, (3) Apa yang menjadi hambatan Persis dalam melakukan pendidikan politik ?.,(4)Bagaimana strategi Persis dalam menghadapi hambatan pendidikan politik warga negara? Penelitian ini bertujuan untuk mendapatkan informasi mengenai pendidikan politik di lingkungan Persatuan Islam Bandung dalam upaya membangun warganegara melek politik. Penelitian dilandasi teori ‘Citizenship Education’ (Cogan), yang didukung oleh teori ‘Civil Society’ (Welzer), ‘Political Education’ (Brownhill & Smart), dalam konteks peranan organisasi Islam ‘PERSIS’ Bandung. Proses penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Informan penelitian adalah Pimpinan, kader, PP Pemuda Persis, PP Persistri dan simpatisan Persis. Data diperoleh melalui pengamatan dan wawancara berstruktur tentang peran Persis dalam melakukan pendidikan politik warganegara. Hasil penelitian ini menunjukkan bahwa: (1) Landasan filosofis dan ideologis Persis memandang politik menjadi bagian integral dalam seluruh aktivitasnya termasuk pendidikan politik, (2) materi, media dan metode pendidikan politik yang dilakukan Persis belum terlalu maksimal penggunaannya (3) menunjukan bahwa hambatan yang ada dalam pemenuhan pendidikan politik di Persis lebih kepada belum terrealisasinya madrasah siyasah (sekolah politik), belum siapnya para mubaligh Persis untuk memberikan materi pendidikan politik secara maksimal (4) bahwa langkah strategis yang harus dilakukan Persis dalam pemenuhan pendidikan politik yang maksimal adalah dengan memberikan dukungan secara ideologis kepada kader-kader terbaiknya untuk terjun langsung dalam politik praktis, merealisasikan kurikulum siyasah dan madrasah siyasah, untuk mengambangkan dan mewujudkan warga negara yang mampu berpolitik secara cerdas dan religius. This research is motivated from concerns among researchers about the tendency of the Religious Society Organizations (Islam), issues concerning the development of political education is still a challenge, as a response to the current political conditions, participatory, rallies, demonstrations, dissent, respect other people's opinions , and upholding the values of humanity and justice. So the main problem is to be disclosed in the study relates to how central leadership role in the Islamic Union political education for citizens This study aimed to answer a number of questions as follows: (1) How does the philosophical and ideological foundation of the Islamic Union (Persis) in the political education of citizens?, (2) how the materials, media and methods of political education activities of the Islamic Union (Persis)?, (3) what are the obstacles of the Islamic Union (Persis) in conducting political education?., (4) How strategy of Persis in the face of obstacles political education of citizens? This study aimed to obtain information about political education in Bandung Islamic Unity environment in an attempt build a national political literacy. The research is based on the theory of 'Citizenship Education' (Cogan), which is supported by the theory of 'Civil Society' (Welzer), 'Political Education' (Brownhill & Smart), in the context of the role of Islamic organizations 'PERSIS' Bandung. Research process using a qualitative approach with descriptive methods. Informant research is Chairman, a cadre, leadership center Youth OF PERSIS , leadership center OF Persistri and sympathizers. Data were obtained through structured interviews and observations of the role of Persis in the political education of citizens. The results showed that: (1) philosophical and ideological foundation of Persis view politics become an integral part in all activities, including political education, (2) materials, media and methods of political education that do not PERSIS overly maximum use (3) shows that the barriers that in the fulfillment of political education in Persis rather not terrealisasinya siyasah madrasah (school policy), PERSIS the preachers are unprepared to provide educational materials to the maximum political (4) that the strategic steps that must be done PERSIS in the fulfillment of political education is is to provide ideological support to the best cadres to work directly in politics, to realize the maximum ”Curriculum siyasah and madrasah siyasah”, to float and realize that citizens are capable of intelligent and religious politics.
