Abstract

Economi civics merupakan bagian dari pengembangan civics education yang mengkaji mengenai pekerjaan yang dilakukan warga negara untuk memenuhi kebutuhan ekonomi dalam hidupnya, misalnya dengan menjadi pegawai atau pedagang. Pemerintah Provinsi Jawa Barat menghadirkan suatu kebijakan yang mendorong perubahan bagi warganegara untuk berubah menjadi seorang pengusaha melalui program Wirausaha Baru Jabar. Penelitian ini bertujuan untuk menggambarkan mekanisme pelaksanaan program Wirausaha Baru Jabar yang dilaksanakan oleh UPTD BP3W. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi Deskriptif, teknik pengumpulan data dengan wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukan bahwa (1) Pelaksanaan Program Wirausaha Baru Jabar dilandasi oleh janji Gubernur Jawa Barat, Ahmad Heryawan untuk menciptakan wirausaha baru sebagai bagian dari upaya untuk mencetak para UMKM-UMKM unggul, yaitu UMKM yang mandiri, kreatif dan berdaya saing, (2) Pelaksanaan program Wirausaha Baru Jabar dilakukan melalui tiga tahapan, yaitu pelatihan, pemagangan dan pendampingan, (3) Pelaksanaan program Wirausaha Baru dapat dilihat melalui tiga perspekif, yiatu perspektif pendidikan kewarganegaraan, perspektif kebijakan publik, dan perspektif pemberdayaan UMKM, (4) Hambatan yang ditemui dalam pelaksanaan program Wirausaha Baru datang dari UPTD BP3W sebagai pelaksana program, yaitu dalam hal management program dan management sumber daya manusia. Sementara hambatan eksternal datang dari pengajar/instruktur/narasumber sebagai fasilitator pelaksana program dan dari masyarakat yang menjadi sasaran utama dalam pelaksanaan program Wirausaha Baru Jabar. (5) Upaya yang dilakukan dalam mengatasi setiap hambatan yang muncul dalam pelaksanaan program Wirausaha Baru Jabar adalah dengan management dan komunikasi yang dilakukan secara terus menerus sehingga menciptakan komitmen dari setiap pihak yang terlibat untuk mampu melaksanakan tujuan program Wirausaha Baru yaitu mencetak pengusaha. ;---Economi civics is a part of civics education development examining the work that is undertaken by citizens to meet their economics need, for example working as an employee or trader. West Java Provincial Government presents a policy that encourages citizens to trasform into an entpreneur by means of Wirausaha Baru Jabar program. Recent study aims to describe the mechanism of the program implementation that is conducted by UPTD BP3W. This research applied qualitative approach in accordance with descriptive study method; interviewing for data collection technique; observation and documentation study. The results of research show that (1) The implementation of Wirausaha Baru Jabar program is based on the West Java Governor Ahmad Heryawan’s pledge: to create new entrepreneurship as part of means to create eminent, independent, creative and competitive UMKM (2) Implementation of Wirausaha Baru Jabar program is perpetuated through three stages namely training, apprenticeship and assistance, (3) Implementation of Wirausaha Baru Jabar program might be noticed within three perspectives: a perspective of civic education, public policy perspective, and the perspective of empowerment of UMKM, (4) Obstacles that are encountered in the implementation of program are originated from UPTD BP3W as program implementer, mainly in program management and human resource management. External obstacles are derived from instructors as source of program implementers and from society as main target of Wirausaha Baru Jabar program. (5) To surmount any obstacles from the program implementation, several ways are created; such as, conducting management and communication simultaneously in order to invent commitment from each party, that is involved in the program, so that Wirausaha Baru is able to generate entrepeneurs.
