Abstract

Penelitian ini berjudul “Analisis Permasalahan Kenaikan Jabatan Fungsional Guru SMAN/SMKN di Lingkungan Dinas Pendidikan Provinsi Jawa Barat”. Penelitian ini dilaksanakan dengan maksud untuk mengetahui proses dan permasalahan yang terjadi dalam pelaksanaan kenaikan jabatan fungsional Guru di lingkungan Dinas Pendidika Provinsi Jawa Barat. Jenis penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumentasi. Berdasarkan hasil penelitian bahwa, Dasar hukum penilaian angka kredit dann kenaikan jabatan funsional Guru tercantum pada Peraturan Menteri Negara Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Nomor 16 Tahun 2009 Tentang Jabatan Fungsional Guru Dan Angka Kreditnya dan pedoman teknis pelaksanaannya ada pada Peraturan Menteri Pendidikan Nasional Nomor 35 Tahun 2010 Tentang Petunjuk Teknis Pelaksanaan Jabatan Fungsional Guru dan Angka Kreditnya. Untuk alur administrasi kenaikan jabatan fungsional Guru ini diawali dengan berkas persyaratan yang diajukan oleh guru kepada pihak sekolah, kemudian sekolah mengajukan kepada Kantor Cabang Dinas (KCD), lalu KCD mengusulkan kepada Dinas Pendidikan Provinsi Jawa Barat, dan Dinas Pendidikan Provinsi Jawa Barat mengusulkan kepada Badan Kepegawaian Daerah. Namun, dalam proses pelaksanaannya masih terdapat permasalahan yang sering terjadi, diantaranya yaitu ketidakpahaman Guru terkait regulasi atau dasar hukum yang mengatur kenaikan jabatan fungsionalnya. Sehingga dalam proses pelaksanaannya seringkali terdapat Guru yang tidak memenuhi persyaratan yang telah ditentukan, salah satunya yaitu adanya Guru yang tidak membuat karya ilmiah, karya ilmiah yang tidak ada siklus, dan tidak diseminarkan. Adapun solusi yang diambil oleh Dinas Pedidikan Provinsi Jawa Barat terhadap permasalahan tersebut yaitu dengan melakukan sosialisasi terkait persyaratan dan ketentuan kenaikan jabatan fungsional kepada setiap sekolah, serta memberikan bimbingan teknis terkait pembuatan karya tulis ilmiah untuk Guru. ;---The study, entitled " Analysis Of Problems Increasing Teachers 'Functional Position Of SMAN/SMKN In Education Department West Java Province". This research was carried out with the purpose to know the processes and problems occurred in the implementation of the increase in functional position of Department of Environment Education for Teachers in the Province of West Java. This type of research uses descriptive qualitative approach method. Data collection techniques used are observation, interview and documentation study. Based on the results of research that, legal basis for the assessment of credit and a rise in the number of functional position Teachers are listed in the regulation of the Minister of State for Administrative Reform And the Bureaucratic State Apparatus Number 16 Year 2009 Of Functional Office Teachers and The Number of its Credit and technical implementation guidelines exist in the regulation of the Minister of National Education Number 35 Year 2010 Technical Instructions on the Implementation of the Functional Position of Teachers and Figures Her Credit. For Groove functional term increment administration Teacher file begins with the requirements asked by the teacher to the school, then the school submits to the Branch Office (KCD), then KCD propose to the Provincial Office of education West Java, and West Java province Education Department proposed to the staffing Agency. However, in the process of its implementation, there is still a problem that often occurs, i.e. the corresponding regulation or Teachers not understanding the basic laws governing the Office increase its current status. So in the process of its implementation often there are Teachers who do not meet the specified requirements, one of which, namely the existence of a teacher who didn't make the papers, papers that there is no cycle, and not presented. As for the solution taken by Civic Agency of West Java province against these problems is by conducting socialization related terms and conditions of a functional term increases to every school, as well as provide technical guidance making scientific papers related to the teacher.
