Abstract
Terdapat sekolah/madrasah yang mengindikasikan sebagai sekolah/madrasah unggul dalam kenyataannya sekolah/madrasah unggul tersebut dihadapkan dengan efesiensi dan efektivitas pengelolaannya masih ditemukan berbagai kendala untuk mewujudkan sebagai sekolah/madrasah yang benar-benar unggul. Penelitian ini difokuskan pada kajian manajemen sekolah/madrasah unggul. Adapun rumusan permasalahan secara umum adalah “Sejauhmana efisiensi dan efektivitas manajemen sekolah/madrasah unggul dilaksanakan di Kabupaten Indramayu?”. Secara operasional permasalahan tersebut dirinci ke dalam pertanyaan penelitian berikut:1) Bagaimana perencanaan sekolah/madrasah unggul disusun?; 2) Bagaimana komponen-komponen strategis sekolah/madrasah unggul dikelola?; 3) Bagaimana pelaksanaan pembinaan dan penjaminan mutu dilakukan di sekolah/madrasah unggul?; 4) Bagaimana proses pengawasan dan pengendalian kegiatan keseharian yang dilaksanakan pada sekolah/madrasah unggul sehingga kegiatan-kegiatan yang dilakukan berjalan sesuai dengan yang direncanakan?; 5) Bagaimana proses reviu dan evaluasi dilakukan di sekolah/madrasah unggul?. Tujuan umum penelitian ini adalah untuk mengkaji secara mendalam dan menganalisis efisiensi dan efektivitas manajemen sekolah/madrasah unggul di Kabupaten Indramayu. Metode yang digunakan di dalam penelitian ini adalah metode penelitian kualitatif. Sedangkan untuk pengumpulan datanya dilakukan melalui wawancara, observasi, dan studi dokumentasi. Adapun sampel dalam penelitian ini ada enam sekolah unggul yang mewakili jenjang dan jenis satuan pendidikan di Kabupaten Indramayu yaitu SDN Unggulan Indramayu, MI PUI Dermayu, SMPN 2 Sindang, MTs Al-Zaytun, SMAN 1 Sindang, dan MAN Indramayu. Berdasarkan hasil penelitian disimpulkan bahwa sekolah/madrasah unggul di Kabupaten Indramayu belum keseluruhan mengelola sekolah secara efisien dan efektif sesuai dengan kriteria-kriteria efisiensi dan efektivitas pengelolaan sekolah/madrasah unggul. Kondisi tersebut terjadi sebagai akibat dari perencanaan, pelaksanaan, pembinaan dan penjaminan mutu, pengawasan dan pengendalian, serta reviu dan evaluasi terhadap komponen-komponen strategis sekolah/madrasah belum dikelola secara efisien dan efektif. Berdasarkan hasil penelitian ini peneliti merekomendasikan bahwa untuk mengelola sekolah/madrasah secara efisien dan efektif dapat mengaplikasikan model pengelolaan sekolah/madrasah unggul yang ditawarkan peneliti. Kata Kunci : Efisien, Efektif, dan Sekolah Unggul There are some schools/madrasah recognized as excellent schools/madrasah. In fact, those schools/madrasah are facing some problems on its efficiency and effectiveness in implementing school / madrasah management, in order to make those school / madrasah as the real excellent school/madrasah. The research is conducted to focus on the analysis of the management of excellent school/madrasah. The research are generally formulated “ How far is the efficiency and the effectiveness of the management of excellent school/madrasah in Indramayu regency?. The research problem are deeply detailed formulated into the research questions as follow: 1) How is the planning of excellent school/madrasah formulated?; 2) How are the strategic components of excellent school/madrasah managed?; 3) How is the implementation of coaching and quality insurance conducted in the excellent school/madrasah?; 4) How is the process of supervising and controlling implemented on school/madrasah daily routine activities, in order to make all the activities run well based on the planning? ; 5) How is the process of review and evaluation implemented in the excellent school/madrasah?. The research general objectives is to investigate deeply and analyze the efficiency and the effectiveness of the management of excellent school/madrasah in Indramayu regency. The methodology of the research is qualitative. The technique for collecting data by interview, observation, and documentary study. And, the sample taken of the research are six excellent school/madrasah which categorized based on its level; SDN Unggulan Indramayu, MI PUI Dermayu, SMPN 2 Sindang, MTs Al-Zaytun, SMAN 1 Sindang, and MAN Indramayu. Based on the result, the research conclude that not all excellent school/madrasah manage the school efficiently and the effectively based on the criteria of efficient and the effective excellent school/madrasah. The phenomenon occurs because of the planning, implementation, coaching and quality insurance, supervising and controlling, reviewing and avaluating have not been implemented efficiently and effectively toward the strategic components of excellent school/madrasah. In line with research founding, the reseacher recommends to implement the model of Efficiency and effectiveness of Excellent School / Madrasah Management.
