Abstract

Masyarakat miskin erat kaitannya dengan kondisi terbelakang, lemah dan tertinggal namun demikian masih sering perlu di teliti faktor-faktor penyebab terjadinya kemiskinan tersebut. Lembaga Pemberdayaan Masyrakat (LPM) sebagai lembaga yang mewadahi masyarakat untuk berdaya bertugas untuk memberdayakan masyarakat salah satunya adalah masyarakat miskin. Faktor penyebab kemiskinan di masyarakat terdapat kedalam enam aspek yaitu sosial, ekonomi, politik, budaya, lingkungan dan personal spiritual. Tujuan dari penelitian ini adalah untuk membuat skenario dan perencanaan lebih lanjut dalam mengentas kemiskinan, skenario tersebut dituangkan kedalam beberapa hirarki yang terdiri dari h1 goal (tujuan), h2 actor (pelaku) h3 (kebijakan) dan h4 (perencanaan program) sehingga menggambarkan faktor penyebab terjadinya kemiskinan di kelurahan Jatihandap dan mengetahui perancanaan pemberdayaan apa yang menurut LPM tepat untuk memberdayakan masyarakat miskin di kelurahan Jatihandap. Penelitian ini menggunakan metode statistik deskriptif dan Analisis Hirarki Proses. Teknik pengumpulan data pada penelitian ini adalah dengan angket, dan studi dokumentasi. Adapun sampel dari penelitian ini adalah sebanyak 69 warga miskin dan 10 orang pengelola LPM. Diketahui bahwa gambaran kemiskinan di Kelurahan Jatihandap adalah kemiskinan kultural. Selain itu faktor yang menyebabkan terjadinya kemiskinan di Kelurahan Jatihandap adalah tidak adanya pekerjaan sampingan yang dapat membantu meningkatkan perekonomian masyarakat miskin. Bersarkan hasil tersebut Lembaga Pemberdayaan Masyarakat (LPM) kelurahan Jatihandap menjadikan UMKM sebagai prioritas utama program pemberdayaan masyarakat miskin, ;---The poor communty are closely related to the underdeveloped, weak and disadvantaged conditions but still often need to examine the factors that cause poverty. Community Empowerment Institutions (LPM) as an institution that accommodates the community to be empowered to work to empower the community, one of which is the poor. The factors that cause poverty in society are in six aspects, namely social, economic, political, cultural, environmental and personal spiritual. The purpose of this study is to create scenarios and further planning in alleviating poverty, these scenarios are poured into several hierarchies which consist of h1 goal (goal), h2 actor (actor) h3 (policy) and h4 (program planning) so as to describe the causal factors the occurrence of poverty in the Jatihandap village and knowing what empowerment plans according to the LPM are right to empower the poor in Jatihandap village. This study uses descriptive statistical methods and Process Hierarchy Analysis. Data collection techniques in this study are questionnaires, and documentation studies. The sample of this study is 69 poor people and 10 LPM managers. It is known that the picture of poverty in Jatihandap Village is cultural poverty. In addition, the factors that cause poverty in the Jatihandap Village are the absence of side jobs that can help improve the economy of the poor. Bringing out the results, the Institute for Community Empowerment (LPM) of Jatihandap village made UMKM a top priority for empowering the poor.
