Abstract
Saat ini kesadaran masyarakat mengenai program keluarga berencana mengalami penurunan dibandingkan pada saat dahulu program keluarga berencana pertama kali dicanangkan. Hal tersebut mendorong peneliti mengkaji sejauh mana penyelenggaran program pemberdayaan masyarakat yang dilakukan oleh kampung KB di Desa Mertasinga. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan analisis deskriptif. Partisipan penelitian adalah satu pembina kampung KB, dua pengurus kampung KB, dan dua masyarakat. Pengumpulan data dilakukan dalam bentuk wawancara, observasi dan studi dokumentasi. Hasil temuan menunjukkan bahwa (1) Kampung KB Desa Mertasinga belum memiliki pendanaan khusus untuk pelaksanaan program. Oleh karena itu penyelenggaran program kampung KB diselaraskan dengan program yang dirancang oleh desa atau dengan lintas instansi., (2) Proses pemberdayaan dilakukan dengan pendekatan partisipatif dimana pengurus sebagai fasilitator melakukan identifikasi secara langsung dalam penentuan kebutuhan masyarakat., (3) Dampak dari program kampung KB terbagi menjadi 2, yaitu: dampak jangka pendek, masyarakat memiliki pengetahuan mengenai ber-KB sebagai pengendalian atau pengaturan kelahiran, serta keterampilan, sedangakan dampak jangka menengah dapat dilihat dari masyarakat sudah mulai mempraktekan hasil dari pelatihan pembuatan abon ikan dan kerupuk kulit ikan., (4) Faktor pendukung program kampung KB Desa Mertasinga adalah sumber daya alam laut dan adanya perusahan-perusahan yang dapat membantu dalam memberdayakan masyarakat. Faktor penghambat berasal dari masyarakat yang masih belum berpartisipasi penuh dan belum adanya pendanaan khusus untuk program kampung KB. ..... At present the public awareness about family planning programs has decreased compared to when the family planning program was first launched. This prompted researchers to study the extent to which community empowerment programs were carried out by KB villages in Mertasinga Village. This study uses a qualitative approach using descriptive analysis. The research participants were a KB village coach, two family planning managers or cadres, and two communities. Data collection is carried out in the form of interviews, observation and documentation studies. The findings show that (1) the Mertasinga Village KB Village has no specific funding for program implementation. Therefore, the implementation of the KB program is aligned with the program designed by the village or by cross-agency. (2) The empowerment process is carried out through a participatory approach where the management as the facilitator identifies directly who is assisted by the local RT or RW in determining community needs. (3) The impact of the KB village program is divided into 2, namely: short-term impacts, the community has knowledge of family planning as a control or birth control, and skills, while the medium-term impact can be seen from the community has begun to practice the results of abon making training fish and fish skin crackers., (4) supporting factors for the Mertasinga Village KB village program are marine natural resources and the existence of companies that can help in empowering the community. The inhibiting factor comes from people who are still not fully participating and there is no specific funding for the KB village program
