Abstract

Penelitian ini merupakan salah satu bentuk tanggung jawab kampus Universitas Pendidikan Indonesia untuk mengembangkan kampus berwawasan mitigasi bencana gempa bumi. Tujuan penelitian ini adalah mengembangkan dan menerapkan model hipotetik di kampus UPI untuk memperoleh model kampus berwawasan mitigasi bencana gempa bumi yang aplikatif untuk lingkungan kampus. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif. Lokasi penelitian dilakukan di kampus Universitas Pendidikan Indonesia (Bandung) dengan populasi seluruh wilayah dan warga kampus UPI. Sampel yang diambil terdiri dari 100 responden dan 7 unit bangunan kampus. Analisis model dirumuskan dengan studi litelatur, survey lapangan, analisis, dan sintesis berdasarkan pendekatan teori dan pertimbangan keahlian dari beberapa pakar bidang mitigasi untuk memperoleh model hipotetik. Berdasarkan pengembangan model dari standar baku BNPB, FEMA, SNI, dan berbagai teori yang dipublikasikan, serta pertimbangan ketersediaan, kesukaran, dan akurasi data. Model tersebut diklasifikasikan dalam 3 macam, yaitu model ideal, model medium, dan model sederhana untuk mengakomodasi kondisi berbagai kampus. Model yang sesuai untuk UPI adalah model medium. Pada Model Medium, tingkat risiko bencana gempa bumi kampus UPI pada kondisi aktual adalah sedang. Artinya terdapat beberapa parameter yang perlu ditingkatkan dan dilengkapi seperti parameter struktur bangunan, kebijakan kampus, dan mobilisasi sumber daya. Jika 20 tahun ke depan kelemahan di atas dilengkapi sesuai dengan Renstra UPI Tahun 2016-2010, RPJP UPI Tahun 2016-2040, dan dokumen mutu sarana dan prasarana, maka tingkat risiko bencana gempa bumi UPI menjadi rendah. Hal ini belum sampai pada kondisi mitigasi yang ideal (sangat rendah). Direkomendasikan berbagai upaya struktural dan non struktural yang perlu dilakukan setelah 20 tahun ke depan. ;--This research is a form of responsibility University of Education Indonesia to develop insightful campus earthquake hazard mitigation. The purpose of this research is to develop and implement a model hipotetik on the campus of the ICU to gain insightful campus disaster mitigation model earthquake applicative to campus environment. The methods used in this research is descriptive quantitative. The location of the research done on the campus of the University of Education Indonesia (Bandung) with popuasi the entire region and citizens of the campus of UPI. Samples taken consists of 100 respondents and 7 buildings of the campus. Analysis of the model formulated with literary studies, field survey, analysis, and synthesis based on theory and approach consideration of expertise of some of the expert field of mitigation to obtain model hipotetik. Based on the development model of the standard raw BNPB, FEMA, SNI, and published various theories, as well as consideration of the availability, difficulty, and the accuracy of the data, then the model is classified into three kinds, namely the ideal model, a model of the medium, and model simple to accommodate the condition of various campuses. The appropriate model for the ICU is a model of the medium. On the Model of the Medium, the level of risk of a catastrophic earthquake on the ICU campus actual conditions are moderate. This means that there are several parameters that need to be upgraded and equipped as the parameters of the structure of the building, campus policies, and mobilization of resources. If 20 years into the future the above weaknesses are equipped in accordance with the 2016-2010 Year, UPI Renstra RPJP UPI 2016-2040 Year, and document the quality of facilities and infrastructure, then the level of risk the devastating earthquake UPI became low. It is not until the ideal mitigation conditions (very low). Recommended a variety of structural and non structural efforts that need to be done after 20 years into the future.
