Abstract

Penelitian ini berfokus pada efektivitas kebijakan UU Informasi dan Transaksi Elektronik tentang e-commerce dalam membangun watak kewarganegaraan (Civic Disposition) pengguna e-commerce. Desain penelitian yang digunakan adalah mix method dengan pendekatan kualitatif sebagai pendekatan utamanya, dan metode yang dipilih yakni studi kasus. Penelitian dilakukan di Dinas Perindustrian dan Perdagangan Provinsi Jawa Barat dan Bukalapak Bandung. Pengumpulan data diperoleh dengan wawancara, observasi, studi dokumentasi dan angket. Kemudian dianalisis menggunakan reduksi data, penyajian data, dan verifikasi data. Data yang diperoleh kemudian divalidasi menggunakan teknik triangulasi informan dan triangulasi teknik pengumpulan data. Hasil penelitian menunjukkan : (1) Mekanisme sosialisasi kebijakan UU Infromasi dan Transaksi Elektronik terhadap pengguna e-commerce secara umum meliputi tahap perencanaan, pelaksanaan, dan hasil pelaksanaan, (2) Dampak pelaksanaan kebijakan UU Informasi dan Transaksi elektronik melalui program e-commerce smart tersebut belum optimal dalam mengatasi permasalahan yang dihadapi pelaku usaha. Meskipun hasil interpretasi perhitungan angket mengenai dampak pelaksanaan kebijakan UU Informasi dan Transaksi Elektronik terhadap respon pembeli di Bukalapak dan penjual di Bukalapak secara keseluruhan berdampak positif. 3) Peranan dan eksistensi Pendidikan Kewarganegaraan dalam membangun persepsi dan interpretasi tidak langsung melalui transaksi elektronik; This research focuses on the effectiveness of the Electronic Information and Transaction Law policy on e-commerce in building the citizenship character (Civic Disposition) of e-commerce users. The research design used was a mix method with a qualitative approach as the main approach, and the method chosen was case studies. The study was conducted at the Department of Industry and Trade of West Java Province and Bukalapak, Bandung. Data collection was obtained by interview, observation, documentation study and questionnaire. Then analyzed using data reduction, data presentation, and data verification. The data obtained were then validated using informant triangulation techniques and triangulation of data collection techniques. The results showed: (1) The mechanism of information dissemination of the Electronic Information and Transaction Law Act towards e-commerce users in general covers the stages of planning, implementation, and results of implementation, (2) The impact of implementing the Information and Electronic Transaction Law policy through the smart e-commerce program not optimal in overcoming problems faced by business actors. Although the results of the interpretation of questionnaire calculations regarding the impact of the implementation of the Information and Electronic Transaction Law policy on the responses of buyers in Bukalapak and sellers in Bukalapak as a whole have a positive impact. 3) The role and existence of Citizenship Education in building indirect perception and interpretation through electronic transactions.
