Abstract

Lalu lintas jalan raya pada lintas Banjar-Pangandaran mengalami kenaikan arus lalu lintas yang sangat signifikan, tingkat pelayanan jalan yang tidak memenuhi persyaratan kapasitas dasar mengakibatkan terjadi kepadatan kendaraan sehingga terjadi kenaikan derajat kejenuhan dan penurunan kelas tingkat pelayanan jalan. Diperlukan alternatif untuk mengatasi kondisi tersebut, sesuai dengan Rencana Induk Perkeretaapian Provinsi Jawa Barat, Jalur kereta api Banjar-Pangandaran merupakan bagian dari reaktivasi jalan rel kereta api non-aktif DAOP II Bandung. Pada penelitian ini penulis melakukan analisis kelas tingkat pelayanan Jalan Nasional Penghubung Banjar-Pangandaran, serta analisis kelayakan reaktivasi jalur kereta api eksiting rute Banjar-Pangandaran non aktif dengan melakukan observasi langsung ke lapangan menggunakan instrumen penelitian, Penelitian ini dilaksanakan pada bulan Maret 2019 hingga Agustus 2019. Selama kurang lebih 3 bulan penelitian ini mengolah data yang didapatkan dari instansi yang terkait, dan hasil observasi lapangan , pengambilan data jalan rel eksisting dilakukan dengan menggunakan koordinat citra satelit dan global positioning system, Pengolahan data penelitian ini menggunakan metode penelitian deskriptif kualitatif & kualitatif serta metode eksperimen untuk mencari persentase penurunan lalu lintas harian rata-rata kendaraan jalan nasional penghubung Banjar-Pangandaran setelah reaktivasi kereta api rute Banjar-Pangandaran. Hasil Analisis derajat kejenuhan jalan nasional penghubung Banjar-Pangandaran menunjukan bahwa tingkat pelayanan jalan nasional dalam level E dan F.Hasil analisis jalur kereta api eksisting menunjukan bahwa jalur eksisting layak untuk dilakukan reaktivasi didukung oleh hasil evaluasi penggunaan lahan jalur kereta api eksisting non-aktif serta kelayakan alignement horizontal & vertikal 59.7 Km. Dari hasil analisis daya angkut penumpang kereta api rencana dan kondisi alignment eksisting adalah digunakan kelas I untuk kelas jalan rel. Reaktivasi jalur kereta api berpengaruh terhadap tingkat pelayanan jalan nasional Banjar-Pangandaran dengan penurunan lalu lintas harian rata-rata sebesar 20%-31%.keseluruhan evaluasi alignement horizontal & alignement vertikal jalur eksisting didasarkan pada ketentuan PM No.60 tahun 2012, KM No.52 tahun 2000 , dan PD PJKA No. 10 tahun 1986, Diperlukan analisis lanjutan dalam evaluasi alignement horizontal dan vertikal jalur kereta api eksisting, serta pertimbangan alternatif trase baru jalur kereta api eksisting untuk meningkatkan frekuensi kereta api per-hari.;--The road traffic between banjar-pangandaran has significant increase, the road service are under the level to fill the requirements capacity caused the road traffic and effected the increasing level of saturation degree and decreasing the level of road services. The alternative was needed to solve this condition, due to the plan to be central of train in the west java province, the railway of banjar-pangandaran are a part of reactivation non-active DAOP II Bandung railway. In this research author analyze the level of national road that connecting Banjar-Pangandaran, and also analyze the worthiness of reactivation for non-active eksisting railway route Banjar-Pangandaran by observate right in the field.using research instruments. The research was started on 2019 ,March and finished on 2019 August On 3 months this research processes the data obtained from the related institutions, and the results of field observations, data retrieval of existing rail road is conducted using satellite imagery coordinates and global positioning system, The data processing of this research uses qualitative descriptive research methods & qualitative as well as experimental methods to find the percentage of daily traffic decline in the average vehicle of the national road route Banjar-Pangandaran after Train reactivation of Banjar-Pangandaran route. The result of this analysis shows the degree of saturation in national road that connecting Banjar-Pangandaran and the level of the road services are in E and F level. The result of the analysis for eksisting railway, shows that eksiting railway are worthy to reactivate based on the evaluation for the propeness of alignment horizontal & vertical and the used of eksisting area along 59.7 km The analysis result about railway exisitising shows that is worthy for reactivation supported by the result evaluation about worthiness of alignment holzontal and vertical and also the use of existising class 1 for railway. Reactivation of the railway effected the level of the road services between banjar-pangandaran with the dicrease of the average in 20%-31%.For the whole of evaluation for alignment horizontal and alignment vertical existing railway based on the provision of PM No. 60 Year 2012, km no.52 tahun 2000 dan PD PJKA No 10 year 1986. Further analysis is required in the evaluation of the horizontal and vertical alignement of existing railways, as well as the consideration of new Trase alternative existing railway line to increase train frequency every day.
