Abstract

Penelitian ini dilatarbelakangi oleh permasalahan yang timbul akibat keberadaan Pedagang Kaki Lima (PKL) yang menempati ruang publik. Aktivitas PKL yang berjualan di trotoar maupun pinggir jalan sekitar kawasan Majalaya dirasa mengganggu ketertiban sosial seperti mengganggu kelancaran lalu lintas, dan terkesan para PKL yang kurang tertata. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan penataan pedagang kaki lima dalam membangun ketertiban sosial di kawasan Majalaya Kabupaten Bandung. Penelitian ini dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Partisipan penelitian diantaranya Satpol PP Kecamatan Majalaya, beberapa PKL di Alun-alun Majalaya, dan masyarakat. Teknik pengumpulan data diperoleh melalui observasi, wawancara, dan studi dokumentasi. Adapun hasil penelitian menunjukan beberapa hal diantaranya: 1) kondisi PKL sebelum dilakukan penataan memang kurang tertib, kurang pas sehingga mengurangi kenyamanan para pejalan kaki, mengganggu jalannya lalu lintas, dan tidak sedikit PKL yang membangun bangunan liar di sepanjang jalur Majalaya, hal tersebut disebabkan oleh faktor ekonomi yang mengharuskan PKL memenuhi kebutuhan hidupnya; 2) Upaya yang dilakukan oleh Satpol PP yaitu menata, membina dan menertibkan para PKL sesuai Perda No. 5 Tahun 2015 dengan pendekatan persuasif memberikan pemahaman maupun motivasi yang baik. Berhubung tempat untuk menampung para PKL belum ada terpaksa ada kebijakan khusus yaitu para PKL untuk sementara berjualan di halaman toko yang juga atas izin pemilik toko tersebut. Kemudian dari pihak Desa mengizinkan membuat tempat sementara untuk para PKL di dekat Terminal Majalaya dan membongkar bangunan liar milik PKL yang terdapat di sekitar jalur Majalaya karena selain mengganggu ketertiban juga menghalangi loyalitas kepentingan umum; 3) hasil implementasi kebijakan penataan PKL ini belum maksimal meskipun sudah diimplementasikan secara merata di kawasan Majalaya akan tetapi penilaian terhadap pelaksanaannya belum sampai 100%. Hal tersebut dikarenakan masih terdapat kekurangan dalam pelaksanaannya seperti belum adanya lokasi yang layak untuk menampung semua PKL, faktor ekonomi, lokasi Alun-alun yang ramai dan mudah dijangkau sehingga para PKL cenderung mengabaikan aturan.;--This research is motivated by problems arising from the presence of street vendors (PKL) whom occupy public spaces. The street vendors whom actively doing their business in public spaces such as sidewalks, and roadsides are considered disturbing the social disciplines because they disturb traffic flow, and are tend to be messy when doing their business. This study aims to describe and analyse the implementation of a street vendor arrangement policy in building social disciplines in the Majalaya region of Bandung Regency. This research was conducted using a qualitative approach with a descriptive method. Research participants included the Satpol PP Majalaya District, several street vendors in Majalaya Square, and the residents of Majalaya. The data in this research were being obtained by using several techniques: observation, interviews, and documentation studies. The results of the study show several information as follow: 1) the condition of street vendors before the arrangement was done was not orderly enough, they have reduced pedestrian comfort, disrupted traffic, and there are numerous street vendors built illegal buildings along the Majalaya route, it is caused by economic factors that require the street vendors to fulfill its life needs; 2) Efforts made by the Satpol PP are to organize, build and set in order the street vendors according to Perda No. 5 2015 with a persuasive approach to share good understanding and motivation. Since there was no place to accommodate street vendors, there was a special policy that allows the street vendors to temporarily sell in the shop yards which was licensed by the shop owners. Then, the village officials gave the permission to the street vendors to open their shops near the Majalaya Terminal and dismantled illegal street vendors buildings around the Majalaya route because aside to disturbing the order, it also discomfort to the public; 3) the results of the implementation of the street vendor arrangement policy have not been maximized even though it has been carried out evenly in the Majalaya region. But, the evaluation of its implementation has not reached 100%. This is because there are still shortcomings in its implementation such as the absence of proper locations to accommodate all street vendors, economic factors, the location of a bustling square and easily reachable so that the street vendors tends to ignore that rules.
