Abstract

Penelitian ini bertujuan untuk mengetahui gambaran efektivitas penyelenggaraan Diklat Kepemimpinan Tingkat IV yang diselenggarakan di Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Jawa Barat. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengambilan sampel menggunakan purposive sampling dan pengumpulan data melalui wawancara, observasi dan studi dokumentasi. Pemeriksaan keabsahan data dilakukan dengan trianggulasi sumber dan teknik. Hasil penelitian menunjukan bahwa penyelenggaraan Diklat Kepemimpinan Tingkat IV di BPSDM Provinsi Jawa Barat telah berjalan efektif. Hal ini dibuktikan dengan terpenuhinya indikator efektivitas melalui tiga pendekatan: (1) Ditinjau melalui pendekatan sumber: materi dalam Diklatpim Tingkat IV telah sesuai dengan tujuan, penyusunan jadwal sudah dibuat dengan tepat, sarana dan prasarana memadai namun perlu nya perluasan lahan parkir dan perawatan rutin pada AC ruangan, tersedia nya biaya diklat, terdapat perencanaan yang matang, peserta diklat telah sesuai dengan kriteria awal, penceramah dan widyaiswara telah sesuai dengan persyaratan yang ditetapkan. Serta jelas nya tugas dan fungsi penyelenggara. (2) Ditinjau melalui pendekatan proses: tenaga kediklatan yang terdiri dari penceramah, widyaiswara dan penyelenggara memiliki kinerja yang baik dan kompeten, namun masih kurangnya jumlah sdm penyelenggara. Pada pelaksanaannya, terdapat pemantauan proses pembelajaran, diklat berjalan tepat waktu dan pengajar sesuai dengan mata diklat yang telah direncanakan, partisipasi peserta sangat aktif dan memiliki kedisiplinan yang baik, namun masih ada peserta yang ijin menerima telepon saat pembelajaran berlangsung. (3) Ditinjau melalui pendekatan sasaran, telah mampu meningkatkan pengetahuan, sikap dan keterampilan peserta. Sehingga dapat disimpulkan tujuan diklat tercapai dan efektif.;The purpose of this research is to describe the effectiveness of leadership training level IV in Human Resource Development Agency (BPSDM) of West Java Province. This research uses descriptive method with qualitative approach. The technique for sampling is purposive sampling and the technique for data collection is done by interview, observation, and documentation study. The validity checking of the data is done by triangulating sources and techniques. The results of this research shows that the implementation of Leadership Training Level IV in BPSDM West Java Province had run effectively. This is proven by the fulfillment of indicators of effectiveness through three approaches: (1) Reviewed through the source approach: the material in Leadership Training Level IV was in accordance with the objectives, the scheduling has been made correctly, adequate facilities and infrastructure but it's still need for expansion of parking lots and routine maintenance for Air conditioning, the availability of training fees, there was careful planning, training participants are in accordance with the initial criteria, lecturers are in accordance with established requirements, and the clearness of the duties and functions of the organizer. (2) Reviewed through a process approach: education staffs consisting of lecturers and organizers have a good and competent performance, but there is still lack of personil of the organizers. In its implementation, there was a monitoring of the learning process, the training runs on time and the instructors are in accordance with the planned training, participants's participation is very active and have good discipline, but there are still participants who were asking for permission to receive telephone calls while learning takes place. (3) Reviewed through the target approach, it has been able to improve participants' knowledge, attitudes and skills. So it can be concluded that the goals of the training are achieved and are effective.
