Abstract

Indonesia merupakan daerah rawan bencana, karena itu penting untuk terus menciptakan kesiapsiagaan pada komunitas sekolah. Pembentukan budaya siaga bencana sistematis dapat ditumbuhkan melalui pendidikan. Salah satu upaya komprehensif untuk menguatkan kesiapsiagaan bencana adalah melalui pembinaan Sekolah Siaga Bencana (SSB). Penelitian ini bertujuan untuk mengetahui bagaimanakah pelaksanaan pembinaan sekolah siaga bencana, tingkat kesiapsiagaan bencana komunitas sekolah dan faktor-faktor yang mempengaruhi dalam pelaksanaan pembinaan siaga bencana pada komunitas sekolah di Kota Banda Aceh. Metode yang digunakan adalah survei pada dua belas sekolah di Kota Banda Aceh. Responden terdiri atas tenaga kependidikan, guru, dan peserta didik. Pengumpulan data menggunakan kuesioner, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan pembinaan sekolah siaga bencana di Kota Banda Aceh dikategorikan cukup baik. Kegiatan yang belum terlaksana dengan baik terletak pada kegiatan simulasi bencana dan seminar/ workshop kebencanaan (2) Tingkat kesiapsiagaan komunitas sekolah siaga bencana di Kota Banda Aceh dikategorikan dalam kesiapsiagaan tinggi (3) Faktor yang mempengaruhi pelaksanaan pembinaan sekolah siaga bencana yaitu (a) komitmen sekolah (b) pengalokasian dana, dan (c) kemitraan dengan pemerintah. Pembinaan yang baik akan terwujud jika adanya komitmen kuat dari sekolah dan pemerintah untuk mengimplementasi berbagai kebijakan siaga bencana yang disertai dengan payung hukum yang kuat, pengalokasian dana yang tepat serta dukungan simulasi bencana secara reguler. ------- Indonesia is a disaster-prone area, because it is important to create preparedness in the school community. The establishment of a systematic disaster preparedness culture can be fostered through education. One of the comprehensive effort to strengthen disaster preparedness through disaster preparedness school fostering. This study aims to find out how the implementation of disaster preparedness schools fostering, the level of disaster preparedness for the school community and the factors that influence the implementation of disaster preparedness fostering in the school community in the city of Banda Aceh. In collecting the data, the questionnaire, interview, and observation was utilized The method used was a survey of twelve schools in Banda Aceh City, with respondents consisting of education personnels, teachers, and students. The results showed that: (1) the implementation of disaster preparedness school fostering programme in the Banda Aceh city categorized good enough. Activities that have not been well implemented are located in disaster simulation and disaster seminar/ workshops (2) The level of preparedness in disaster preparedness school community categorized as high preparedness. (3) Factors that influence the implementation of disaster preparedness school fostering (a) school commitment (b) allocation of funds (c) partnership with the Government. Good fostoring will be realized if there is a strong commitment from the school and the government to implement various disaster preparedness policies that are accompanied by a strong legal umbrella, proper allocation of funds and regular disaster simulation support.
