Abstract

Pemerataan pendidikan dan keterbukaan akses pendidikan sangat penting dalam memperkuat kesatuan bangsa. Rendahnya pendidikan di salah satu bagian wilayah, menyebabkan lemahnya kekuatan bangsa. Provinsi Papua dan Papua Barat adalah bagian dari wilayah Republik Indonesia yang belum memperoleh akses pendidikan menengah yang baik ditunjukkan dengan rendahnya angka melanjutkan ke sekolah menengah atas. Program Afirmasi Pendidikan Menengah (ADEM) Papua dan Papua Barat adalah kebijakan pemerintah dalam pendidikan layanan khusus. Sejak dimulainya Program ini tahun 2013 sampai sekarang, berdasarkan laporan monitoring evaluasi Direktorat PPKLK Dikdasmen terdapat 165 siswa yang putus sekolah. Hal ini tentu menghambat tercapainya tujuan program. Penelitian ini bertujuan mengukur efektivitas implementasi program ADEM. Penelitian menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Lokasi penelitian dilakukan di tiga sekolah di kota Bandung. Teknik analisis data yang digunakan adalah deskriptif naratif model Miles and Huberman yang meliputi data reduction, data display, dan conclusion drawing/verification. Hasil penelitian diperoleh bahwa efektifitas implementasi Program ADEM Papua dan Papua Barat secara keseluruhan sudah efektif namun perlu adanya peningkatan monitoring dan pengawasan terutama dalam proses rekrutmen dan seleksi siswa agar siswa yang diperoleh adalah yang sesuai dengan ketentuan yang telah ditetapkan. Layanan orientasi dan adaptasi sudah efektif, sehingga kegiatan ini harus terus dilanjutkan dan ditingkatkan karena dapat meningkatkan adaptasi, motivasi dan kemandirian siswa. Begitu juga dengan pelayanan dan fasilitas yang diberikan sudah efektif namun perlu ketepatan waktu dalam penyaluran dana dan penambahan bantuan dana untuk kegiatan di luar sekolah dan masa liburan.;--Equitable education and open access to education are very important in strengthening national unity. The low level of education in one part of the region causes a weak national strength. The Provinces of Papua and West Papua are part of the territory of the Republic of Indonesia that has not obtained access to education at a good high school level. This is indicated by the low rate of continuing to high school. The Papua and West Papua Middle Education Affirmation Program (ADEM) is a government policy in special service education. Since the start of the Program in 2013 until now, based on the monitoring and evaluation report of the Directorate of PPKLK Dikdasmen there are 165 students who have dropped out of school. This certainly impedes the achievement of program objectives. This study aims to measure the effectiveness of the ADEM program implementation. The study used descriptive research method with a qualitative approach. The location of the study was conducted in three schools in the city of Bandung.The data analysis technique used is descriptive narrative of the Miles and Huberman model which includes data reduction, data display, and conclusion drawing / verification. The results show that the effectiveness of the implementation of the ADEM program in Papua and West Papua as a whole has been effective but there is a need for increased monitoring and supervision, especially in the process of recruitment and selection of students so that students are obtained in accordance with the stipulated provisions. Orientation and adaptation services are effective, so this activity must be continued and improved because it can improve students' adaptation, motivation and independence. Likewise, the services and facilities provided are effective, but it needs timeliness in the distribution of funds and additional funding for activities outside of school and holidays.
