Abstract
Ciri warga negara yang baik salah satunya ialah memiliki karakter tanggung jawab terhadap lingkungannya. Lingkungan yang baik dan bersih dapat menciptakan suatu etiket yang baik dalam kehidupan berbangsa dan bernegara. Untuk mewujudkan hal itu, program bank sampah menjadi salah satu sarana yang tepat dalam meningkatkan karakter tanggung jawab warga negara (civic eco literacy). Penelitian ini bertujuan untuk mengetahui efektivitas program bank sampah dalam meningkatkan karakter tanggung jawab warga negara (civic eco literacy) dengan menggunakan pendekatan kualitatif dan metode studi kasus. Pengumpulan data dilakukan dengan cara wawancara, observasi, studi dokumentasi dan catatan selama di lapangan. Hasil penelitian menunjukan bahwa : 1) Bentuk kegiatan Bank Sampah Resik diantaranya ialah kegiatan sosialisasi, study banding, sedekah sampah, edukasi kawasan pendidikan – bisnis, serta launching Bandung Smart Card; 2) Kendala yang dihadapi diantaranya kurangnya SDM yang memadai, harga jenis sampah yang belum kompetitif dan masih banyak masyarakat yang belum menyadari tentang pentingnya menjaga lingkungan; 3) Upaya untuk mengatasi kendala diantara ialah menggaet bank sampah yang ada serta menjalin kerja sama, melakukan sosialisasi dan marketing secara terus-menerus (kontinyu) agar kesadaran masyarakat meningkat; 4) Hasil yang dicapai dari pelaksanaan program bank sampah telah efektif untuk meningkatkan karakter tanggung jawab warga negara (civic eco literacy). Hal tersebut terbukti dari lingkungan yang menjadi tertata rapi dan bersih. Lebih lanjut, jika program bank sampah ini menjadi budaya sosial maka akan tercipta karakter warga negara yang tangguh dan memiliki tanggung jawab terhadap lingkungannya (civic eco literacy). Good and clean environment can create a good etiquette in the life of the nation and the state. To achieve it, the waste bank program became one of the exact in improving the character responsibilities of citizen (civic eco literacy). The research aims to find out the effectiveness of waste bank program in improving the character responsibilities of citizen (civic eco literacy) by using qualitative approaches and the case study method. The collection of data obtained through interviews, observation, study documentation, and field notes. The research results showed that : 1) The form of Bank Sampah Resik activities is socialization, comparative study, garbage alms, education program in education – business sector, and launching of Bandung Smart Card; 2) Obstacle faced include lack of adequate human resources, the price of the type of waste that has not been competitive and there are still many people who have not realized about the importance of maintaining the environment; 3) The efforts of constraints that include hook existing waste bank and cooperate with them, conduct socialization and marketing continuously (continuous) to increase public awareness; 4) The results achieved from the implementation of the waste bank program have been effective for improving the character responsibilities of citizen (civic eco literacy). It is proven from a neat and clean environment. Furthermore, if this waste bank program becomes a social culture it will be created the character of a tough citizen and has responsibility for their environment (civic eco literacy).
