Abstract
Penelitian ini dilatarbelakangi karena pentingnya menrapkan prinsip good governance dalam realisasi program Kartu Identitas Anak sebagaimana yang telah ditetapkan dalam PERMENDAGRI No. 2 Tahun 2016. Pemerintah senantiasa berupaya untuk meningkatkan citra dan kualitas pemerintahan, yakni dengan menerapkan prinsip good governance. Keterkaitan antara konsep good governance (tata pemerintahan yang baik) dengan konsep public service (pelayanan publik) tentu memang sangat diperlukan, salah satunya pelayanan publik dalam pembuatan Kartu Identitas Anak (KIA). KIA merupakan terobosan pemerintah melalui Peraturan Menteri Dalam Negeri No. 2 Tahun 2016 untuk mempermudah pelayanan terhadap anak-anak yang usianya masih dibawah 17 tahun atau belum memiliki Kartu Tanda Penduduk (KTP). Pendekatan penelitian ini menggunakan penelitian kualitatif dengan metode penelitian deskriptif. Partisipan penelitian ini adalah kepala Dapduk Disdukcapil Kota Cimahi, staff disdukcapil, dan masyarakat. Data yang diperoleh melalui teknik wawancara, observasi, dan studi dokumentasi. Berdasarkan hasil penelitian mengungkapkan bahwa: (1) Realisasi program KIA di Kota Cimahi sudah berjalan dua tahun. Keberhasilan program dalam dua tahun berjalan belum sesuai harapan; (2) Respon masyarakat terhadap program ini sangat beragam. Dukungan dan harapan tentu saja diberikan oleh masyarakat demi kelancaran program KIA, terutama dalam hal sosialisasi dan informasi; (3) Kendala-kendala yang dihadapi dalam realisasi program KIA ini adalah kurangnya sosialisasi dan informasi, kurangnya fasilitas sarana dan prasarana, kurangnya SDM, dan jadwal mobil keliling yang tidak menentu, serta penutupan layanan KIA untuk sementara waktu; (4) Upaya Disdukcapil untuk mengatasi kendala yang muncul dilapangan adalah dengan memperluas jangkauan sosialisasi, perbaikan sarana dan prasarana, penambahan SDM, mengatur jadwal mobil keliling, serta membuka kembali layanan KIA.---- This research is based on the importance of applying the principles of good governance in the realization of Child Identity Card program as set out in PERMENDAGRI Number 2 year 2016. The government always strives to improve the image and quality of government, namely by applying the principles of good governance. The relationship between the concept of good governance with the concept of public service (public service) is certainly very necessary, one of which public service in the manufacture of Child Identity Card (CIC). CIC is a government breakthrough through Minister of Home Affairs Regulation no. 2 Year 2016 to facilitate services for children who are under 17 years of age or do not have identity card. This research approach uses qualitative research with descriptive research method. Data obtained through interview technique, observation, and documentation study. This studi involves the head of the Disdukcapil, the Disdukcapil staff, and the community. Based on the results of research revealed that: (1) Realization of CIC program in Cimahi City has been running for two years. The success of the program in two years has not been as expected; (2) Community response to this program is very diverse. Support and hope are of course provided by the community for the smoothness of the CIC program, especially in terms of socialization and information; (3) The constraints faced in the realization of this CIC program are lack of socialization and information, lack of facilities and infrastructure, lack of human resources, and erratic mobile schedules, and temporary closure of CIC services; (4) Disdukcapil efforts to overcome the obstacles that arise in the field is to expand the reach of socialization, improvement of facilities and infrastructure, the addition of human resources, arranging the schedule of mobile cars, and reopen CIC services.
