Abstract

Pemberdayaan merupakan suatu proses belajar di mana hal-hal yang telah dimiliki dikembangkan untuk mencapai tujuan hidup yang lebih baik. Program ini mengajarkan masyarakat untuk mengelola sebuah wirausaha yang dikembangkan oleh masing-masing individu. Penelitian ini membahas tentang Pemberdayaan Masyarakat Melalui Program Usaha Peningkatan Pendapatan Keluarga Sejahtera di Kelurahan Neglasari Kota Bandung. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis: 1) strategi pemberdayaan; 2) partisipasi masyarakat; 3) hasil yang dicapai. Konsep-konsep yang menunjang penelitian ini adalah konsep pemberdayaan, pengelolaan dan UPPKS. Informan penelitian ini adalah pengelola, anggota, dan tokoh masyarakat. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik pendekatan kualitatif. Data didapat melalui observasi, wawancara, dan dokumentasi. Penelitian ini menemukan bahwa: 1) Strategi pemberdayaan pada program usaha peningkatan pendapatan keluarga sejahtera ada ini bersifat bottom up dimana kegiatan ini lebih cenderung melihat dari kebutuhan masyarakat; 2) Bentuk Partisipasi masyarakat dalam program UPPKS yaitu, partisipasi tenaga, pikiran, keahlian dan materi. Partisipasi tenaga pada kegiatan produksi dan pemasaran produk yang dilakukan semua anggota dan pengelola. Partisipasi pikiran berupa ide, ide-ide tersebut lebih banyak berasal dari anggota sedangkan pengelola hanya menampung dan merumuskan. Partisipasi keahlian yang diberikan oleh pengelola untuk menambah wawasan anggota mengenai wirausaha. Partisipasi materi berupa iuran yang disetorkan anggota setiap bulannya dan digunakan kelak sebagai dana talang.; 3) Program ini berdampak bahwa berdampak pada peningkatan segi ekonomi dan sosial anggotanya, segi ekonomi berupa peningkatan pendapatan, produksi dan pemasaran produk, serta terpenuhinya kebutuhan pokok atau kebutuhan sehari-hari. Segi sosial berupa bertambahnya relasi, dapat merekrut karyawan serta terpenuhinya kebutuhan pendidikan keluarga dan aktif dalam kegiatan kemasyarakatan.---- Empowerment is a learning process in which things have been developed to achieve a better life goals. This program teaches the community to manage an entrepreneurship developed by each individual. This study discusses the empowerment of society through business program Increasing Income Family in the Village Prosperous Neglasari Bandung. The purpose of this research is to describe and analyze: 1) empowerment strategy; 2) community participation; 3) results achieved. The concepts that support this research are the concept of empowerment, management and UPPKS. Informants of this research are the managers, members, and community leaders. The method used in this research is descriptive method with qualitative research technique. Data obtained through observation, interviews, and documentation. This research found that: 1) Empowerment strategy in the business program of increasing the income of the welfare family there is a bottom up which this activity is more likely to see from the needs of the community; 2) Form of community participation in UPPKS program that is, participation of energy, mind, expertise and material. Participation of personnel in production activities and product marketing conducted by all members and managers. Participation of thoughts in the form of ideas, ideas are more derived from members while managers are only accommodating and formulating. Participation of expertise provided by managers to increase the insight of members about entrepreneurship. Material participation in the form of contributions deposited by members every month and used later as gutter fund; 3) This program has an impact that has an impact on the economic and social aspect of its members, economic aspect in the form of increasing income, production and marketing of products, as well as fulfillment of basic needs or daily needs. Social aspect in the form of increasing the relation, can recruit employees and fulfillment of family education needs and active in social activities.
