Abstract
Penelitian ini dilatarbelakangi oleh kekhawatiran akan lunturnya budaya lokal serta munculnya degradasi moral dan karakter masyarakat Indonesia yang dipengaruhi oleh globalisasi dan modernisasi, sehingga budaya dan karakter bangsa yang berpedoman pada Pancasila mulai terkikis. Penelitian ini bertujuan untuk mengetahui sejauh mana implementasi peran Majelis Budaya Desa, sebagai bentuk usaha pemerintah daerah Kabupaten Purwakarta dalam menanggulangi kekhawatiran akan permasalahan tersebut sehingga terbina civic virtue warga negara pada masyarakat desa. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan studi dokumentasi, dan kemudian teknik analisis data dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. Adapun hasil temuan dari penelitian ini adalah 1) Peran Majelis Budaya Desa turut membantu terbinanya civic virtue warga negara dalam lingkup masyarakat desa. 2) Implementasi Peran Majelis Budaya Desa dalam membina civic virtue warga negara di desa Nagrog berjalan dengan optimal ditandai dengan perilaku masyarakat desa yang mengarah pada komponen civic virtue. 3) Respon masyarakat Nagrog terhadap implementasi peran Majelis Budaya Desa terdiri dari respon positif dan negatif, sementara kondisi masyarakat setelah pengimplementasian beralih kearah lebih baik. 4) Kendala yang dihadapi oleh Majelis Budaya Desa dalam proses implementasi yaitu terletak pada kesulitan menghadapi pelaku atau kedua belah pihak yang berselisih. Majelis Budaya Desa harus memiliki ketegasan dalam setiap proses pengambilan keputusan terkhusus pada penyelesaian masalah. 5) Upaya yang dapat dilakukan Majelis Budaya Desa yaitu dengan melibatkan seluruh elemen masyarakat dalam setiap pelaksanaan program dan kegiatan, serta berkoordinasi dengan tetua adat dan tokoh masyarakat.;---This research is based on worries of the dissolution of local culture and the emergence of moral degradation and character of Indonesian society that is influenced by globalization and modernization, so that the culture and character of the nation based on Pancasila begin to erode. This study aims to determine the extent of the implementation of the role of Majelis Budaya Desa, as a method of local government Purwakarta Regency in tackling the concerns of these problems so that the civic virtue of citizens built in societies. This research uses qualitative approach with descriptive method. Data collection techniques are done by interview, observation, and documentation study, then data analysis technique by data reduction, data presentation, and conclusion. The findings of this research are 1) The role of Majelis Budaya Desa helped to build the civic virtue of citizens in the village community. 2) The implementation of Role of Majelis Budaya Desa in developing civic virtue of citizens in Nagrog village is optimally characterized by the behavior of villagers that lead to civic virtue component. 3) The response of Nagrog citizen to the implementation of the role of the Majelis Budaya Desa consisted of positive and negative responses, while the condition of the societies after the implementation turned towards the better. 4) The obstacles faced by the Majelis Budaya Desa in the implementation process lies in the difficulty of facing the perpetrator or both parties in dispute. Majelis Budaya Desa must have firmness in every decision-making process especially in problem solving. 5) One of the efforts for this problem is by involving all elements of society in every implementation of programs and activities, and coordinating with elders and community leaders.
