Abstract

Penelitian ini berjudul “Perencanaan Rekrutmen Tenaga Dosen Tetap Non Pegawai Negeri Sipil pada Universitas Pendidikan Indonesia”. Tujuan penelitian ini adalah untuk menganalisis bagaimana universitas melakukan perencanaan rekrutmen tenaga dosen tetap Non Pegawai Negeri Sipil. Alasan dilakukannya penelitian ini adalah bahwa munculnya kegiatan rekrutmen menunjukan adanya kebutuhan dosen di Universitas Pendidikan Indonesia, selain itu rekrutmen akan selalu dibutuhkan oleh setiap organisasi termasuk Universitas Pendidikan Indonesia sehingga perlu adanya analisis untuk perbaikan di rekrutmen selanjutnya. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara dan studi dokumentasi. Penentuan informan dilakukan dengan teknik Purposive Sampling dan Snowball Sampling, dimana peneliti mengambil informan yang sesuai dengan bidangnya dan menambah informan lebih banyak untuk menambah informasi yang peneliti butuhkan. Berdasarkan hasil temuan penelitian, menunjukan bahwa terdapat dua poin yang melatarbelakangi adanya rekrutmen ini, yaitu: (1) Pembukaan program studi baru di setiap kampus daerah; dan (2) Adanya kebutuhan dosen di Universitas Pendidikan Indonesia. Kebijakan rekrutmen dosen di tahun ini diprioritaskan untuk pembukaan program studi baru di setiap kampus daerah sebagai salah satu upaya untuk mendukung program visi misi universitas. Namun dengan adanya keterbatasan anggaran mengharuskan universitas untuk membatasi jumlah formasi yang diberikan kepada setiap fakultas, hal ini menunjukan bahwa dalam rekrutmen ini belum terpenuhi sesuai kebutuhan. Adapun menurut data di lapangan, proyeksi ketercapaian pemenuhan kebutuhan dosen di fakultas sebesar 11%.;---This study entitled “Recruitment Planning for Permanent Lecturers of Non Civil Servants at Indonesian Education University”. The purpose of this study is to analyze how the university performs recruitment planning for permanent lecturers of Non Civil Servants. The reason for this research is the emergence of recruitment activities indicates the need of lecturers at Indonesian Education University, and then a recruitment will always be needed by every organization including Indonesian Education University so that there is need analysis for improvement at recruitment next. This research uses descriptive method with qualitative approach. Data collection techniques used interviews and documentation studies. Determination of informants is done by Purposive Sampling and Snowball Sampling technique, where researchers take informants in accordance with their fields and add more informants to add information that researchers need. Based on the research findings, it shows that there are two points behind this recruitment, that is: (1) Opening of new courses in every local campus; (2) There is a need for lecturers at Indonesian Education University. The recruitment policy of lecturers in this year is prioritized for new study programs at each campus area as one of the efforts to support the vision and mission program of university and with budget constraints requires the university to limit the number of formations assigned to each faculty. This shows that in the recruitment of lecturers have not been met as needed. As according to data in the field, the projection of the achievement of lecturers needs in the faculty is 11%.
