Abstract

Keberhasilan sekolah dalam mewujudkan mutu layanan pendidikan tidak terlepas dari pengelolaan sekolah yang efektif dan efisien. Salah satu model pengelolaan sekolah adalah Manajemen Berbasis Sekolah (MBS). MBS merupakan suatu solusi bagi sekolah untuk menyelenggarakan pendidikan yang berkualitas. MBS juga memberikan peluang bagi sekolah untuk meningkatkan kinerja para staf, menawarkan partisipasi langsung kepada kelompok-kelompok terkait, dan diharapkan mampu meningkatkan angka partisipasi sekolah. Sejalan dengan hal tersebut, maka dalam penelitian ini memfokuskan pada pengaruh implementasi MBS terhadap mutu layanan pendidikan di SMP Negeri se-Kabupaten Cianjur dengan menekankan pada empat pilar MBS yakni: akuntabilitas, partisipasi, kredibilitas, dan transparansi. Hasil penelitian diperoleh secara simultan (1) akuntabilitas implementasi MBS berpengaruh signifikan terhadap mutu layanan pendidikan SMP Negeri Se-Kabupaten Cianjur; (2) partisipasi implementasi MBS berpengaruh signifikan terhadap mutu layanan pendidikan SMP Negeri Se-Kabupaten Cianjur; (3) kredibilitas implementasi MBS berpengaruh signifikan terhadap mutu layanan pendidikan SMP Negeri Se-Kabupaten Cianjur; (4) transparansi implementasi MBS berpengaruh signifikan terhadap mutu layanan pendidikan SMP Negeri Se-Kabupaten Cianjur, serta (5) akuntabilitas, partisipasi, kredibilitas, dan transparansi implementasi MBS berpengaruh signifikan terhadap mutu layanan pendidikan SMP Negeri Se-Kabupaten Cianjur. Implementasi MBS perlu didukung dengan kerja sama antara masyarakat dan sekolah, pengetahuan yang baik dari berbagai pihak, keterlibatan dan dukungan dari masyarakat, peran komite sekolah yang efektif, keterampilan kepala sekolah yang memadai (manajerial dan kepemimpinan) sehingga mutu layanan dapat diwujudkan dengan baik.---Schools’ success in realizing quality education services is inseparable from an effective and efficient school management. One model of school management is School-based Management (SBM). SBM is a solution for schools to provide quality education. It also provides opportunities for schools to improve staff performance, offers direct participation to related groups, and is expected to increase school participation rates. Herein, this research focuses on the effect of SBM implementation on the quality of education services of the state junior high schools in Cianjur Regency by emphasizing the four pillars of SBM, namely: accountability, participation, credibility, and transparency. The results show: (1) the accountability of SBM implementation had a significant effect on the education services of the state junior high schools in Cianjur Regency; (2) the participation in SBM implementation had a significant effect on the education service quality of the state junior high schools in Cianjur Regency; (3) the credibility of SBM implementation had a significant effect on the quality of education services of the state junior high schools in Cianjur Regency; (4) the transparency of SBM implementation had a significant effect on the education service quality of the state junior high schools in Cianjur Regency; and (5) the accountability, participation, credibility, and transparency of SBM implementation simultaneously had a significant effect on the quality of education services of the state junior high schools in Cianjur Regency. The implementation of SBM needs to be supported with cooperation between communities and schools, good knowledge of various parties, community involvement and support, effective school committee roles, and adequate school principals’ (managerial and leadership) skills, so that education service quality can improved.
