Abstract

Tujuan utama penjaminan mutu internal sekolah adalah membantu lembaga dalam melakukan perbaikan mutu secara terus-menerus serta evaluasi berkala sebagai early warning system terhadap adanya tantangan perubahan dinamisasi mutu dalam lingkungan strategis lembaga. Dengan demikian tujuan penelitian ini adalah untuk mengetahui bagaimana pemetaan dan perencanaan peningkatan mutu lembaga dalam siklus penjaminan mutu internal sekolah, serta mengidentifikasi faktor penghambat dan pendukungnya. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif, studi kasus di Darul Hikam International School Secondary – Lembang, proses pengumpulan data melalui wawancara, pengamatan dan studi dokumen, pengolahan data dengan menggunakan alat bantu software NVivo 11. Hasil penelitian menunjukkan bahwa; Pertama; pemetaan dan perencanaan peningkatan mutu dilaksanakan melalui Evaluasi Program Sekolah berbasis SWOT Analysis dan Balanced Scorecard. Pemetaan mutu dilakukan melalui; pengembangan instrumen evaluasi program sekolah berbasis BSC; pengumpulan data dan informasi sebagai proses evaluasi diri sekolah, pengolahan dan analisis data dilaksanakan oleh lembaga penjaminan mutu internal (Yayasan/Perguruan) Darul Hikam; penyusunan dokumen hasil capaian mutu berbasis BSC. Kedua; Perencanaan peningkatan mutu dilakukan melalui; penentuan kondisi saat ini mengacu pada hasil pemetaan mutu sebagai dasar rumusan kebijakan mutu; penentuan kondisi yang diharapkan dengan merumuskan visi, misi, tujuan dan strategi lembaga; penyusunan program dan kegiatan sebagai rencana operasional sekolah; serta perumusan anggaran. Ketiga; Faktor penghambat utama yaitu; adanya aspek yang belum terukur kinerjanya, pengelolaan data dan penggunaan SWOT dan BSC secara terpisah. Faktor pendukung utama adalah dukungan manajemen puncak dalam pengembangan model evaluasi dan perencanaan strategis. Rekomendasi; penggunaan metode Integrated SWOT Analysis Balanced Scorecard dalam pemetaan dan perencanaan peningkatan mutu internal sekolah.;----The Main aim school's internal quality assurance is to assist institutions in continuous Quality improving and periodic evaluation as early warning system against of problems and challenges dynamic changes of strategic environment quality. Purpose of this study was to determine how the mapping and planning of quality improvement in the institution's internal quality assurance cycle schools, and identify factors inhibiting and supporters. Method used descriptive with qualitative approaches, case studies at Darul Hikam Secondary-Lembang, process collecting data with interviews, observation, study documents, and processing using software Nvivo-11. Results; mapping and planning quality improvement is implemented through School-Evaluation Program based on SWOT Analysis and Balanced Scorecard (BSC). Quality mapping; development of School-evaluation program instruments BSC-based; collecting data and information as school self-evaluation process, data processing and analysis carried out by the internal quality assurance institutions (Foundation) Darul Hikam; document result of quality profile based on BSC as result performance evaluation score. Planning quality improvement; determination of current state refers to results of quality mapping as basis for formulation of quality policy; determination of expected conditions with formulate vision, mission, goals and strategies of institution; programs and activities as school operational plans; as well as formulation of budget. Obstacle factor main; There are still aspects that has not measure its performance, data management and use of SWOT and BSC separately. Main supporting factor support of top management in development of strategic planning and evaluation models. Recommendation; implemented Integrated SWOT Analysis and BSC method in strategy evaluation and planning school's internal quality improvement.
