Abstract

Penelitian di latarbelakangi dengan adanya Peraturan Pemerintah Undang – Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas yang menjelaskan bahwa setiap perguruan tinggi menerima mahasiswa penyandang disabilitas dan membentuk unit layanan disabilitas. Tujuan dari penelitian ini adalah untuk (a) mengetahui program unit layanan disabilitas di perguruan tinggi dalam memenuhi kebutuhan mahasiswa penyandang disabilitas, (b) mengetahui faktor penghambat dan pendukung dalam memenuhi kebutuhan penyandang mahasiswa disabilitas di perguruan tinggi, (c) untuk mengetahui dampak penyelenggaraan unit layanan disabilitas terhadap terpenuhinya kebutuhan mahasiswa penyandang disabilitas di perguruan tinggi. Hasil dari penelitian ini bahwa : (a) program unit layanan disabilitas adalah pendampingan relawan untuk mahasiswa disabilitas,melakukan advokasi, melakukan sosialisasi,mengadakan seminarm workshop, memberikan peluang melalui seleksi penerimaan khusus bagi penyandang disabilitas, (b) faktor penghambat yaitu, banyaknya administrasi, relawan yang masih belum memahami tugas pendampingan, belum banyak relawan yang bisa bahasa isyarat, masih kesulitan mahasiswa disabilitas mengikuti pembelajaran karena terhambatnya akses informasi dan bahasa, masih ada sarana dan prasarana yang belum aksesibel, belum merangkul kelurga untuk kerjasama, faktor pendukungnya adalah adanya relawan dari teman disabilitas, relawan unit layanan disabilitas, kerjasama – kerjasama baik dari dalam kampus atau dari luar / organisasi disabilitas, (c) dampak dari penyelenggaraan unit layanan disabilitas adalah (1) mendapatkan inclusive award, (2) tumbuhnya perspektif isu – isu mengenai disabilitas (3) beberapa sarana dan prasarana yang aksesibel berkat upaya dari sosialisasi dan advokasi, (4) adanya seleksi khusus bagi calon mahasiswa disabilitas, (5) adanya volunteer yang mampu menerjemahkan bahasa isyarat untuk mahasiswa tunarungu, (6) adanya mahasiswa disabilitas yang mampu menyelesaikan kuliah, (7) adanya masyarakat umum khususnya disabilitas yang sudah mulai sadar petingnya pendidikan tinggi bagi mahasiswa disabilitas serta adanya peluang untuk memasuki perguruan tinggi. Kata kunci: Unit Layanan Disabilitas di Perguruan Tinggi, Mahasiswa Penyandang Disabilitas;--- This research based on the Law Government Regulation Number 8 Year 2016 relates to the People with Disabilities that explains about the assurance of university to accept people with disabilities and forming the disabilities support service unit. The purposes of this research are (a) to know about the disabilities support service unit program in the university to fulfill the needs of students with disabilities (b) to know about the obstacles and the supporting factors in meeting the needs of students with disabilities (c) to know about the impact of the implementation of disabilities support service unit to the fulfillment of needs of the students with disabilities in university. The results of this research are: (a) the disabilities support service unit is a volunteer accompaniment, advocacy, socialization, seminar-workshop arrangement, and a chance by special reception selection for students with disabilities (b) the obstacles are mentioned as follows, too many administrative matter to be taken, volunteers who still do not understand about the accompaniment, only few volunteers know about sign language, the difficulties faced by the student with disabilities in learning process because of the lack of information and language, there are still inaccessible facilities and infrastructure, the university have not embrace the family to be cooperated. The supporting factors are mentioned as follows, there are volunteers from the disabilities relative, the volunteers from the disabilities support service unit, the cooperation both from the inside and outside of the university / disabilities organization. (c) the impact of the implementation of disabilities support service unit are (1) the inclusive reward (2) the growing of perspective issues about disabilities (3) the accessible facilities and infrastructure in result of the socialization and advocacy (4) the special reception selection for the candidate-students with disabilities (5) the availability of volunteers who are able in doing sign language for the students with hearing-impaired (6) the fact that there are student with disabilities who are able to finish the study (7) the fact that people especially the ones with disabilities are starting the awareness about the importance of education for the students with disabilities and also a chance for them on entering the university.
