Abstract

Permasalahan Kinerja Pegawai masih menjadi permasalahan serius bagi banyak Negara terutama pada sektor lembaga kepemerintahan. Dalam hasil survei Political and Economic Risk Consultancy (2008) menunjukkan bahwa, kualitas birokrasi di Indonesia termasuk yang terburuk bersama Vietnam dan India. Sementara itu hasil penelitian serupa juga ditunjukkan The World Competitiveness Yearbook (2008) yang dikeluarkan oleh Institute for Management Development (IMD) yang menggolongkan indeks 2 dari 60 Negara kompetitif birokrasi Indonesia di kelompok terendah sebelum India dan Vietnam. Sebagaimana hal ini permasalahan yang terjadi mengindikasikan masih rendahnya kinerja pegawai pada birokrasi, salah satu organisasi yang mengalami hal tersebut terjadi di Indonesia khususnya pada Direktorat Jaminan Sosial UPPKH Kota Bekasi. Penelitian ini bertujuan untuk memperoleh (1) gambaran gaya kepemiminan transformasional, (2) gambaran motivasi kerja, (3) gambaran kinerja pegawai, (4) pengaruh gaya kepemimpinan transformasional terhadap kinerja pegawai, (5) pengaruh motivasi kerja terhadap kinerja pegawai, (6) pengaruh gaya kepemimpinan transformasional dan motivasi kerja terhadap kinerja pegawai. Metode yang digunakan dalam penelitian ini adalah explanatory survey dengan tekhnik sampel yaitu nonprobability sampling menggunakan sampling jenuh yang berjumlah 30 responden. Teknik analisa data yang digunakan adalah regresi linier berganda dengan alat bantu software komputer Statistical Product for Service Solutions (SPSS) 23.0 for windows. Hasil temuan dalam penelitian ini menunjukkan bahwa gambaran gaya kepemimpinan transformasional dalam kategori cukup efektif, gambaran motivasi kerja dalam kategori cukup tinggi, gambaran kinerja pegawai dalam kategori tinggi, dan kinerja pegawai dipengaruhi oleh gaya kepemimpinan transformasional dan motivasi kerja. Berdasarkan hasil penelitian ini, disarankan dalam segi gaya kepemimpinan transformasional organisasi dapat meningkatkan inspirational motivation diantara pemimpin dan bawahanguna memperbaiki serta meningkatkan kinerja pegawai. Dalam segi motivasi kerja disarankan agar organisasi dapat terus mendukung para pegawai untuk dapat meningkatkan dan mengembangkan motivasi kerja yang dimiliki pegawai dengan lebih banyak memberikan kebutuhan fisiologis serta keselamatan dan kesehatan kerja yang terjamin. Sehingga diharapkan gaya kepemimpinan transformasional dan motivasi kerja perlu diperhatikan lebih lanjut oleh organisasi dalam menunjang peningkatan kinerja pegawai.;---Performance Issues Employees are still a serious problem for many countries, especially in the sector of government institutions. As this problem indicates the low performance of employees in the bureaucracy, one of the organizations that experienced it happened in Indonesia, especially in the Directorate of Social Security UPPKH Bekasi City. This study aims to obtain (1) a picture of transformational leadership style, (2) description of work motivation, (3) description of employee performance, (4) influence of transformational leadership style on employee performance, (5) influence of work motivation on employee performance, ) The influence of transformational leadership style and work motivation on employee performance. The method used in this research is explanatory survey with sample technique that is nonprobability sampling using saturated sampling which amounted to 30 respondents. Data analysis technique used is multiple linear regression with computer software tool for Statistical Product for Service Solutions (SPSS) 23.0 for windows. The findings in this study indicate that the transformational leadership style description in the category is quite effective, the description of work motivation in the category is quite high, the employee performance picture in the high category, and the performance of the employees is influenced by the transformational leadership style and work motivation. Based on the results of this study, it is suggested that in terms of organizational transformational leadership style can increase inspirational motivation among leaders and substructures to improve and improve employee performance. In terms of work motivation is suggested that the organization can continue to support employees to be able to improve and develop employee's work motivation by providing more physiological needs and safety and health are guaranteed. So it is expected that the leadership style of transformational and work motivation needs to be considered further by the organization in supporting the improvement of employee performance.
