Abstract

Penelitian ini dilatarbelakangi permasalahan karakteristik siswa yang disebabkan oleh tidak patuhnya terhadap tata tertib sekolah. Hal tersebut mengindikasikan masih rendahnya kepedulian pihak sekolah terhadap karakter siswa. Sebagai upaya untuk mengatasi masalah karakteristik siswa disekolah yang terjadi, pengembangan karakter siswa terhadap mentaati tata tertib sangat penting. Salah satu cara untuk mengembangkan watak kewarganegaraan di sekolah untuk mengatasi siswa yang tidak mentaati kepada tata tertib sekolah yaitu dengan adanya penggunaan sistem ganjaran dan hukuman. Berdasarkan latar belakang tersebut peneliti merasa tertarik untuk melakukan penelitian berkenaan dengan masalah tersebut. Penelitian ini bertujuan untuk mengetahui pengembangan watak kewarganegaraan dalam tata tertib sekolah melalui sistem ganjaran dan hukuman di SMAN 15 Bandung. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data yang dilakukan adalah wawancara, observasi, kajian dokumen, dan catatan lapangan. Hasil penelitian menunjukan bahwa: (1) pembuatan tata terib disekolah tersebut dan pelaksanaan tata tertib, (2) pelaksanaan peranan ganjaran dan hukuman dalam tata tertib sekolah, (3) hasil pelaksanaan ganjaran dan hukuman dalam tata tertib sekolah untuk mengembangkan watak kewarganegaraan dan (4) kendala dan upaya dalam pelaksanaan sistem ganjaran dan hukuman.;---The research was conducted based on the student’s character problem which caused by the disobedient behavior towards school rules. This problem indicated that the school is still lack of awareness towards student’s character. As an effort to solve this character problem, the development of student’s discipline character towards the rule and regulation is very essential. One of the many ways to develop the civic disposition in school is through the implementation of a system, namely reward and punishment system. Therefore, the researcher felt the need to conduct a research concerning this problem. This research aims to find out the development of civic disposition in school rule and regulation through the implementation of reward and punishment system in 15 SMAN Bandung. This research conducted using the qualitative approach with case studies method. The technique used in collecting the data were interview, observation, document review, and field note. The results showed that: (1) The arrangement and the implementation of the school rules, (2) the implementation of the role of reward and punishment in the school rule, (3) the results of the implementation of reward and punishment in the school rules to develop the character of citizenship and (4) constraints and efforts in the implementation of the system of reward and punishment.
