Abstract
Skripsi ini berjudul “Perang Khosovo: Keterlibatan Militer Amerika Serikat dalam Konflik Etnis Serbia-Albania di Khosovo Pada Tahun 1999”. Hal yang melatarbelakangi penelitian ini adalah ketertarikan peneliti terhadap keberagamaan Etnis di Yugoslavia, khususnya sejarah yang terjadi di wilayah Khosovo yang merupakan provinsi dari Yugoslavia dan pada akhirnya menjadi negara yang merdeka dari Yugoslavia. Masalah utama yang diangkat dalam skripsi ini adalah “Mengapa Amerika Serikat melibatkan diri dalam permasalahan etnis di Khosovo pada tahun 1999 ?”. Masalah utama tersebut kemudian disusun ke dalam empat pertanyaan pokok penelitian, yaitu (1). Bagaimana latar belakang konflik etnis Serbia-Albania di Khosovo ? (2). Apa yang menyebabkan pasukan militer Amerika Serikat terlibat dalam konflik etnis di Khosovo ? (3). Bagaimana peran militer Amerika Serikat dalam konflik etnis di Khosovo ? (4). Bagaimana dampak dari keterlibatan militer Amerika Serikat dalam konflik etnis Serbia – Albania terhadap status wilayah Khosovo pasca perang Khosovo 1999 ?. Berdasarkan hasil penelitian yang dilakukan dengan menggunakan studi literatur, Yugoslavia merupakan negara di kawasan Eropa Timur yang memiliki keberagaman etnis didalamnya. Pada masa pemerintahan Joseph Broz Tito perbedaan etnis yang berada di Yugoslavia dapat hidup secara damai dan berdampingan dibawah satu pemerintahan bersama. Namun, ketika Tito meninggal pada tahunn 1980 kerukunan etnis di Yugoslavia mengalami perpecahan, khususnya perpecahan di wilayah provinsi Khosovo dimana konflik etnis Serbia dengan etnis Albania terlibat Konflik pada masa pemerintahan Slobodan Milosevic, hal ini dipicu dengan pencabutan hak otonomi khusus yang dimiliki wilayah provinsi Khosovo pada tahun 1989 oleh Milosevic, hal tersebut dinilai telah merusak dan melanggar ketetapan dari kebijakan negara Yugoslvaia itu sendiri dalam pandangan etnis Albania-Khosovo. Konflik etnis antara etnis Serbia dengan etnis Albania selian dipengaruhi oleh faktor politik, sosial, dan ekonomi, faktor sejarah dari kedua etnis tersebut terhadap wilayah Khosovo menjadi salah satu faktor utama dari meluasnya konflik etnis tersebut. Kemudian dalam konflik etnis di Khosovo tersebut terdapat intervensi dari pihak asing yaitu Amerika Serikat yang menurunkan pasukan militer untuk menghentikan konflik di wilayah Khosovo pada tahun 1999, dan keterlibatan militer Amerika Serikat ini menimbulkan pengaruh yang besar terhadap penyelesaian dan status bagi wilayah Khosovo. ;--- This thesis entitled "Khosovo War: US Military Involvement in Ethnic Serb-Albanian conflict in Khosovo 1999". The background to this study is the interest of researchers on ethnic diversity in Yugoslavia, especially the history that occurred in the Khosovo which is a province of Yugoslavia and eventually became the independent state of Yugoslavia. The main issues raised in this essay is "Why does the United States get involved in the ethnic problems in Khosovo in 1999?". The main problem is then organized into four principal research question, namely (1). What is the background of ethnic Serb-Albanian conflict in Khosovo? (2). What caused the United States military forces engaged in ethnic conflict in Khosovo? (3). How the role the United States military in ethnic conflict in Khosovo? (4). How the impact of US military involvement in the conflict of ethnic Serbs - Albanians on the status of region Khosovo post-war Khosovo 1999?. Based on the results of research conducted using literature study, Yugoslavia was a country in Eastern Europe which have ethnic diversity therein. In the reign of Joseph Broz Tito ethnic differences were in Yugoslavia can live peacefully and side by side under one shared governance. However, when Tito died in 1980 ethnic harmony in Yugoslavia disintegrated, especially the divisions in the province Khosovo conflicts where ethnic Serbs by ethnic Albanians involved in conflicts during the rule of Slobodan Milosevic, it is triggered canceling the special autonomy possessed province Khosovo on 1989 by Milosevic, it is considered to have destructive and violates the provisions of the state policy Yugoslvaia itself in view of the ethnic Albanian-Khosovo. Ethnic conflict between ethnic Serbs by ethnic Albanians in addition influenced by political, social, and economic, historical factors of the two ethnic groups of the region Khosovo be one of the main factors of the spread of the ethnic conflict. Later in the ethnic conflict in the Khosovo there was interference by foreign parties, namely the United States that decrease military forces to stop the conflict in the region Khosovo in 1999, and the US military's involvement raises a great influence on the settlement and status for the region Khosovo.
