Abstract

Paradigma pembangunan dengan mengejar pertumbuhan ekonomi semata melahirkan kerusakan lingkungan dan sumber daya alam, seiring perkembangan dan perubahan tatanan kehidupan bangsa yang sesuai dengan tuntutan rakyat, telah memunculkan arus perubahan yang bernama reformasi, reformasi mengharuskan pemerintah melakukan perubahan dan penyesesuaian kebijaksanaan. salah satunya kebijaksanaan dalam pengelolaan lingkungan hidup. Kebijaksanaan itu mengarahkan kepada perkembangan yang berkelanjutan, mewujudkan integritas dan sinergi dalam pelaksanaan pembangunan pada kelestarian ekologi, ekonomi, sosial dan budaya dengan mengintegralkan semua komponen Aktivitas masyarakat sendiri menjadi salah satu faktor yang signifikan yang mempengaruhi keberlangsungan hidup suatu ekosistem. Pembangunan berkelanjutan harus di sadari oleh masyarakat pembangunan berbasis lingkungan memerlukan upaya- upaya pemberdayaan yang berbasis pada masyarakat. Berlatarbelakang hal tersebut penelitian ini membahas mengenai strategi pemerintah kota dalam pembangunan berbasis lingkungan di kota Bandung dengan rumusan masalah sebagai berikut; pertama Apa saja bentuk strategi pemerintah kota dalam pembangunan berbasis lingkungan yang dilakukan oleh pemerintah Kota Bandung dalam pembangunan berbasis lingkungan?; kedua, Bagaimana hasil yang dicapai dalam pelaksanaan strategi pemerintah kota dalam pembangunan berbasis lingkungan yang dilakukan oleh pemerintah Kota Bandung dalam Pembangunan berbasis lingkungan?; ketiga, Apa saja kendala dihadapi dan bagaimana upaya yang dilakukan oleh pemerintah Kota Bandung dalam Pembangunan berbasis lingkungan? Pendekatan yang digunakan dalam penelitian adalah pendekatan kualitatif dengan menggunakan metode studi kasus. Teknik pengumpulan yang digunakan adalah observasi, wawancara, studi dokumentasi dan studi literatur. Hasil Penelitian ini mengemukakan bahwa; Pertama pemerintah Kota Bandung mempunyai visi Bandung ramah lingkungan menuju kota nyaman unggul dan berkelanjutan yang di tuangkan dalam rencana pembangunan jangka menengah daerah Kota Bandung, Kedua, hasil strategi pemerintah Kota Bandung dalam pembangunan berbasis lingkungan memiliki tujuan merubah mindset masyarakat dalam menumbuhkan kesadaran dan tanggung jawab terhadap lingkungan.. Ketiga pemerintah Kota Bandung memiliki upaya khusus atau sebuah komitmen yang dibuat untuk memberikan pemahaman kepada masyarakat mengenai pembangunan berbasis lingkungan dengan mengintegrasikan segenap komponen, sehingga berbagai prestasi yang telah diraih merupakan wujud kerjasama dari hasil kerjasama yang telah dibangun selama ini.;--- Development paradigm with the pursuit of purely economic growth gave birth to environmental degradation and natural resources, as the development and changes of the life of the nation order in accordance with the demands of the people, has raised the current changes are called reform, reform requires the Government to make a change and penyesesuaian wisdom. one such wisdom in the management of the environment. The wisdom of that redirect to sustainable development, embody integrity and synergy in the implementation of development on ecological sustainability, economic, social and cultural mengintegralkan with all components of the activity of the society itself became one of the significant factors affecting the survival of an ecosystem. Sustainable development should be realized by the community-based development environments require the empowerment efforts based on community. Based on this research deals with the strategy of the City Government in the development of environment-based in Bandung with the following problem formulation; first what are the form of City Government in the strategy-based development environment that is done by the Government in the city of Bandung-based development environment?; Second, how the results achieved in the implementation of the strategy of the City Government in the development of environment-based which is done by the Government in the city of Bandung-based development environment?; third, what are the obstacles faced and how the efforts made by the Government in the city of Bandung-based development environment? The approach used in the study was a qualitative approach using the case study method. Gathering techniques used are observation, interview, study the documentation and study of literature. The results of this research suggests that; The first Government of the city of Bandung has a vision of eco-friendly destinations of Bandung comfortable superior and sustainable development plans pour in in the medium term the area of Bandung city, second, the results of the Government's strategy in the city of Bandung-based development environment has the purpose of changing the mindset of the community in fostering awareness and responsibility towards the environment. The third Government of the city of Bandung has a special effort or a commitment made to provide insight to the public about environment-based development by integrating all the components, so that the various accomplishments that have been achieved is the result of cooperation existed cooperation that has been built over the years.
