Abstract

Penelitian ini di latar belakangi oleh kurangnya kemampuan masyarakat dalam
menilai resiko dan bahaya bencana banjir di wilayah tempat tinggalnya dimana
keterampilan yang diharapkan ada pada kesiapsiagaan masyarakat dalam merespon
bencana banjir. Tujuan dari penelitian ini yaitu mengetahui: 1) Pelaksanaan kegiatan
pelatihan CFR (Community Flood Resilience) dan Upaya Palang Merah Indonesia dalam
optimalisasi partisipasi masyarakat dalam kesiapsiagaan bencana. 2) Partisipasi
masyarakat dalam kesiapsiagaan tanggap bencana banjir sebelum dan sesudah
dilaksanakannya pelatihan CFR (Community Flood Reslience). 3) Faktor pendukung dan
penghambat pelaksanaan kegiatan pelatihan CFR (Community Flood Resilience) dalam
upaya optimalisasi partisipasi masyarakat dalam kesiapsiagaan bencana.
Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan
pendekatan kualitatif. Tehnik pengumpulan data yang digunakan yaitu wawancara,
observasi, dan dokumentasi. Dengan objek penelitiannya adalah Koordinato rLapangan,
Instruktur, Kepala Desa dan tiga peserta pelatihan.
Hasil penelitian ini bahwa 1) Pengelolaan program pelatihan sudah baik
dilaksanakan. 2) Partisipasi masyarakat sebelum pelatihan memang masihbelum otpimal
dalam beberapa aspek. Setelah adanya pelatihan, partisipasi masyarakat dapat mulai
terlibat baik dan dapat memahami eran yang mereka dapat lakukan. 3) Pendukung
program ini yaitu peran serta dari masyarakatserta sumberdaya yang banyak, sementara
penghambat ada pada kurangnya instruktur pelatihan yang bersertifikat nasional.
Saran yang diberikan oleh penulis 1) Palang Merah Indonesia dapat memberikan
bentuk pemeblajaran yang lebih inovatif dan meningkatkan partisipasi masayrakat. 2)
Bagi peserta pelatihan harus dapat lebih terlibat jauh pada program. 3) Bagi peneliti lain
dapat mencari topik yang lebih lengkap lagi.;---This study in the background backs by the lack of people skills in assessing the risk and
danger of flood disaster in the residence where the skills expected of community
preparedness in responding to the flood disaster. The purpose of this research is to know:
1) Implementation of the training activity CFR (Community Flood Resilience) and the
Indonesian Red Cross efforts in the optimization of community participation in disaster
preparedness. 2) Public participation in disaster response preparedness floods before and
after implementation of training CFR (Community Flood Resilience). 3) The factors
supporting and hindering the implementation of training activities CFR (Community
Flood Resilience) in an effort to optimize community participation in disaster
preparedness.
The method used in this research is descriptive method with qualitative approach. Data
collection techniques used were interviews, observation and documentation. With the
object of research is field coordinator, Instructor, village head and three trainees.
The results of this study that 1) Management training program has been well
implemented. 2) Participation of the community before the training was masihbelum
otpimal in some aspects. After their training, community participation can begin to get
involved and can understand eran that they can do. 3) Supporting this program is the
participation of masyarakatserta a lot of resources, while inhibitors exist at the lack of
nationally certified training instructor.
The advice given by the authors 1) the Indonesian Red Cross can provide more
innovative forms pemeblajaran and increase participation masayrakat. 2) For the
participants should be more deeply involved in the program. 3) For other researchers can
find a topic more complete.
