Abstract

Tujuan penelitian ini adalah untuk mengetahui gambaran implementasi pengembangan karier guru yang ditinjau dari aspek kenaikan pangkat serta untuk mengetahui faktor pendukung dan penghambat kenaikan pangkat guru di Sekolah Menengah Pertama Negeri 52 Kota Bandung. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Tahapan pengolah data yakni melalui analisis data, reduksi data, display data, verifikasi, dan meningkatkan keabsahan hasil. Hasil penelitian menunjukan bahwa pengembangan karier guru yang sudah terpenuhi yakni pada unsur pendidikan, pembelajaran/bimbingan dan tugas tertentu. Namun pada unsur pengembangan keprofesian berkelanjutan guru masih mengalami kesulitan dalam merealisasikan sub unsur publikasi ilmiah dan karya inovatif. Sehingga hal ini berdampak pada tersendatnya kenaikan pangkat guru. Faktor pendukung guru dalam berkarir yakni (1) motivasi diri, (2) dukungan pimpunan sekolah, (3) dukungan teman sejawat, (4) tuntutan dari pelayanan kepada peserta didik, (5) tuntutan daru dinas terkait. Sedangkan faktor penghambat guru dalam berkarier yakni (1) keterbatasan kompetensi, (2) hambatan kultural. (3) keterbatasan dalam pemenuhan angka kredit. (4) hambaatan administratif, (5) hambatan personality guru.----------The purpose of this study is to know the description of teacher career development implementation in terms of promotion and to know the supporting factors and inhibitors of promotion of teachers in the State Junior High School 52 Bandung City. This research uses descriptive qualitative method with data collection technique through interview, observation, and documentation. Stages of data processing ie through data analysis, data reduction, display data, verification, and improve the validity of the results. The results showed that the career development of teachers that have been met ie on the elements of education, learning / guidance and specific tasks. But on the element of continuous professional development of teachers still have difficulty in realizing sub elements of scientific publications and innovative works. So this has an impact on the hamper promotion of teachers. Factors supporting teachers in the career that is (1) self-motivation, (2) support school assemblies, (3) peer support, (4) demands from services to learners, (5) demands from related agencies. While the teacher inhibiting factors in the career that is (1) the limitations of competence, (2) cultural barriers. (3) limitations in the fulfillment of credit numbers. (4) administrative obedience, (5) teacher personality barriers.
