Abstract

Penelitian ini berawal dari permasalahan persepsi masyarakat tentang pengetahuan masyarakat terkait dana desa yang masih belum sepenuhnya diketahui oleh masyarakat, hal tersebut karena kurangnya informasi dan transparansi dari pemerintah desa padahal transparansi dibutuhkan untuk membangun kepercayaan antara masyarakat dan pemerintah desa. Hampir semua program dan proyek pemerintah mensyaratkan partisipasi dan pemberdayaan masyarakat yang menjadi penentu keberhasilan program pembangunan, akan tetapi pada kenyataan di lapangan partisipasi dan pemberdayaan masyarakat sering disalahgunakan baik secara sengaja maupun tidak sengaja. Tujuan dari penelitian ini adalah untuk mengetahui gambaran persepsi, gambaran partisipasi masyarakat, dan hubungan persepsi dan partisipasi masyarakat terhadap pemanfaatan dana desa untuk pemberdayaan masyarakat di Desa Kertajaya. Metode penelitian yang digunakan adalah metode deskriptif dan metode survey dengan pendekatan kuantitatif. Teknik pengumpulan data menggunakan angket. Populasi pada penelitian ini adalah 16.648 jiwa warga Desa Kertajaya dengan sampel sebanyak 99 orang menggunakan teknik Random Sampling. Hasil dari penelitian ini menjelaskan bahwa gambaran tiap-tiap variabel memiliki nilai cukup tinggi antara persepsi dan partisipasi masyarakat terhadap pemanfaatan dana desa untuk pemberdayaan masyarakat di Desa Kertajaya. Terhadap hasil pada dasarnya persepsi dan partisipasi masyarakat sudah cukup tinggi, masyarakat sudah merasakan manfaat dari dana desa hanya saja belum merasa keadilan dan belum meningkatkan kesejahteraan khususnya pendapatan warga sekitar. Hasil analisis data dan pengujian hipotesis membuktikan bahwa terdapat hubungan yang sangat kuat persepsi dan partisipasi masyarakat terhadap pemanfaatan dana desa untuk pemberdayaan masyarakat.;---This study originated from the public perception of the problems related to funding of public knowledge villages are still not fully understood by the public, it is because of lack of information and transparency of village government whereas the transparency needed to build trust between the community and the village government. Almost all programs and projects require government participation and community empowerment that determines the success of the development program, but in reality in the field of participation and empowerment are often misused either intentionally or unintentionally. The purpose of this study was to describe the perception, the image of community participation, and the relationship of perception and public participation in the use of village funds for community development in rural Kertajaya. The method used is descriptive method and survey method with quantitative approach. The technique of collecting data using questionnaires. The population in this study was 16 648 inhabitants village residents Kertajaya with a sample of 99 people using Random Sampling technique. The results of this study explains that the description of each variable has a high enough value between perception and public participation in the use of village funds for community development in rural Kertajaya. Against the results are basically the perception and public participation is already quite high, people have felt the benefits of village funds just do not feel justice and yet improve the welfare of local people, especially income. The results of data analysis and hypothesis testing to prove that there is a very strong perception and public participation in the utilization of funds for the village community empowerment.
