Abstract
Sempadan sungai merupakan daerah subur dan daerah konservasi yang rentan terhadap banjir, erosi tebing dan dasar sungai, maupun kerusakan akibat pemanfaatan sempadan sungai oleh masyarakat. Tujuan dari penelitian ini yaitu untuk mengetahui kondisi lingkungan, jenis pemanfaatan sempadan sungai, serta kesesuaian antara peraturan dengan kondisi aktual sempadan sungai. Metode yang digunakan adalah metode deskriptif analitik dengan populasi yang terdiri atas populasi wilayah dan populasi penduduk yaitu penduduk yang tinggal di sempadan sungai. Sampel yang diambil sebanyak 40 orang menggunakan teknik pengambilan sampel secara kebetulan. Teknik analisis menggunakan analisis deskriptif dengan perhitungan persentase. Hasil penelitian menunjukkan bahwa saat ini kondisi sempadan Sungai Indragiri sangat kurang baik dilihat dari kondisi fisik sempadan sungai dan kondisi sosial ekonomi masyarakat. Total wilayah Sempadan Sungai Indragiri di Kabupaten Indragiri Hilir seluas 2.000 hektar. Sebanyak 63,65% atau seluas 1.873 hektar wilayahnya dimanfaatkan sebagai kawasan budidaya berupa kawasan perkebunan dan sebanyak 6,35% atau seluas 127 hektar wilayahnya dimanfaatkan sebagai kawasan permukiman. Berdasarkan hasil sinkronisasi antara peraturan dengan kondisi aktual di lapangan masih dijumpai ketidaksesuaian terutama di daerah muara yang seharusnya di manfaatkan sebagai kawasan lindung justru dimanfaatkan sebagai kawasan permukiman. Berdasarkan hal tersebut, perlu adanya pengawasan terkait dengan pemanfaatan sempadan sungai agar sesuai dengan ketentuan mengenai pemanfaatan sempadan sungai yang sudah ada.. Kata kunci: Sungai, Sempadan Sungai, Pemanfaatan Sempadan., Indragiri Hilir River bank is a fertile area and a conservation area which vulnerable with flood, slope and base of river erosion, as well as the damage resulted by the river bank utilization of people. The purposes of this research are to determine the environment conditions, the kind of river bank utilization, and the suitability of the existing regulations with the actual condition of the river bank. The research method used descriptive analytic method. The population consist of region population and human population which is the people who lived in the river bank. There are 40 samples which collected by using the accidental sampling technique. Analytical technique using descriptive analysis with percentage calculation. The results shows that the current condition of Indragiri River bank is unfavorable according to physical condition of river bank and socio-economic conditions of communities. Total area of the Indragiri river bank in Indragiri Hilir district are 2,000 hectares. 63.65% of those areas or 1,873 hectares are used as cultivation areas for plantations and 6.35% or 127 hectares of river bank areas are used as settlement areas. Based on the results of the synchronization between the regulations and actual conditions, the discrepancy still founded particularly in the estuary in which should be used as protected areas instead used as the settlement areas. Therefore, supervision related the utilization of the river bank is needed to conform with the provisions on the utilization of the existing river bank.
