Abstract
Peraturan Bupati Purwakarta No. 70.A Tahun 2015 tentang Desa Berbudaya sarat akan nilai kearifan lokal. Terdapat enam nilai kearifan lokal yang terkandung pada peraturan tersebut, yaitu: Nilai Budaya, Nilai Sosial, Nilai Moral, Nilai Agama, Nilai Estetika, dan Nilai Ekonomis. Penelitian ini bertujuan untuk mengetahui upaya pelestarian nilai kearifan lokal pada peraturan desa berbudaya di Desa Cilandak yang menjadi salah satu dari keenam desa percontohan pelaksanaan peraturan desa berbudaya di Purwakarta, sehingga peneliti mampu mengetahui sejauh mana nilai kearifan lokal yang terkandung pada peraturan tersebut dapat mengembangkan civic culture sebagai pembentukan identitas bangsa. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi deskriptif yang berusaha menyajikan gambaran lengkap mengenai pelaksanaan kandungan nilai kearifan lokal pada peraturan desa berbudaya di Desa Cilandak. Selama penelitian di Desa Cilandak, ditemukan bahwa pelaksanaan desa berbudaya diselenggarakan melalui beberapa kegiatan yang berbasis pada budaya dan karakter masyarakat Sunda. Mulai dari pembangunan atap julang ngapak di kantor pemerintahan desa, pembinaan masyarakat untuk mencintai profesi petani termasuk pelestarian beberapa tradisi dan kesenian seperti Beas Perelek, Hajat Bumi, Karinding, Pencak Silat, Sisingaan, Tutunggulan, dan Mitembeyan yang diselenggarakan untuk menegakkan peraturan desa berbudaya di Desa Cilandak. Nilai kearifan lokal pada suatu masyarakat diyakini sebagai aset dalam mengembangkan civic culture, sebab itu pelaksanaan peraturan desa berbudaya di Desa Cilandak yang sarat akan nilai kearifan lokal akan berpengaruh pada pengembangan civic culture masyarakat.;--- The Regulation of Purwakarta Regent No. 70.A 2015 on Cultured Village contains the local wisdom. There are six values of local wisdom contained in these regulations, namely: Cultural Value, Social Value, Moral Value, Religious Value, Aesthetic Value and Economic Value. This study was conducted to determine the effort of preserving the local wisdom of the cultured village regulation in Cilandak, which is one of the six pilot villages which implementing the cultured village regulations in Purwakarta, in which the researcher were able to determine the extent of local wisdom contained in the regulation can develop a civic culture as the formation of national identity. This study used a qualitative approach with a descriptive study which tried to present an overview of the implementation in the local wisdom content from the cultured village regulation in Cilandak. During the study in Cilandak, it was found that the implementation of the cultured village was organized through several activities based on the culture and character of the Sundanese people. Such as the constructing of atap julang ngapak in the local government office, community building to respect farmers including the preservation of some traditions and arts such Beas Perelek, Hajat Bumi, Karinding, Pencak Silat, Sisingaan, Tutunggulan and Mitembayan which organized to enforce the cultured village regulation in Cilandak. The local wisdom in a society is believed as an asset in developing the civic culture; therefore, the implementation of the cultured village regulations in Cilandak which contains the local wisdom will influence the development of civic culture society.
