Abstract
Program Penataan Lingkungan Permukiman Berbasis Komunitas (PLPBK) dirancang dan diberikan kepada suatu wilayah sebagai bentuk apresiasi ketika masyarakat telah mampu melalui proses tahapan perubahan menuju masyarakat yang mandiri. Penelitian ini bertujuan untuk mengetahui bagaimana transformasi sosial masyarakat perkotaan melalui program penataan lingkungan permukiman berbasis komunitas (PLPBK) dalam studi program pemberdayaan masyarakat. Pendekatan dan metode penelitian yang digunakan adalah kualitatif analisis dengan metode studi kasus, melalui wawancara terhadap enam partisipan. Hasil penelitian yaitu proses seleksi Kelurahan Sadangserang mendapatkan program PLPBK sampai tercapainya tujuan dari program PLPBK di kawasan prioritas pembangunan yang berlokasi di bantaran Sungai Lebak larang. Keterlibatan masyarakat dimulai dari tahap perencanaan sampai pemeliharaan, sebagai bentuk dukungan pemerintah terhadap program ini diberikan dana stimulan serta fasilitator sebagai pendamping kegiatan. Upaya pelaksanaan program yang dilaksanakan BKM adalah dengan penggalian kebutuhan, memberdayakan KSM melalui pelatihan, serta membentuk tim untuk dapat bekerjasama dengan pihak lain. Perubahan perilaku yang terjadi adalah bentuk perubahan kesadaran pandangan masyarakat mengenai lingkungannya dan kemampuan untuk lebih terlibat dalam proses pembangunan. Simpulan dari penelitian ini adalah proses kegiatan PLPBK yang telah dilaksanakan sesuai dengan tujuan dari program PLPBK. Keterlibatan masyarakat pada program PLPBK dapat terlihat pada partisipasi masyarakat dalam perencanaan, pelaksanaan, pengawasan, pemanfaatan dan pemeliharaan. Pengembangan Program BKM diwujudkan dengan keberlanjutan program. Perubahan Perilaku Masyarakat melalui proses pemberdayaan mengubah tingkat kesadaran masyarakat dan meningkatkan pemahamannya untuk turut serta dalam pembangunan daerahnya ---; The neighborhood development or ND program was designed and given to a territory as a form of appreciation when the community has been able to through the stage process of change toward as an independent community. This study aims to investigate the urban community transformation social through neighborhood development in the study of community empowerment program. The approach and methodology of the research used is qualitative analysis with the s case study method, through interviews on six participants. The results of the study were the selection process of Sadangserang village in receiving a ND programs, and the achievement of the ND goals in the region development priorities located at the Lebak larang riverside. Community involvement was started from the design until maintenance of the program. The goverment support for the program was a stimulant funds and facilitators that given as activities aid. The implementation program efforts that carried out by BKM were the excavation of needs, the empowering of KSM through training, and the establishing team to coooperate with other parties. The behavioral changed that happen was the altered form of the community view awareness of its environment, and the ability to get more involved in the development process. Drawing conclusions from the study is the ND activity process that held accordance with the ND program objectives. Community involvement on the ND can be seen in community participation in the planning, the implementation, the supervision, the usege and the maintenance of the program. The development program of BKM was occurred in the sustainability of program. The community behavior changed through the empowerment processes was changed the public awareness level, and increased their insights to participate in their regional development.
