Abstract

Pendidikan di Indonesia masih mengalami beberapa masalah yaitu dalam hal pemerataan, relevansi, efisiensi dan mutu pendidikan. Mutu pada SMK di Kota Bandung pada tahun ajaran 2015/2016 mengalami penurunan yakni dengan adanya kebijakan wali kota No. 361 tahun 2015 yang menyatakan bahwa semua siswa miskin (jalur SKTM) yang mendaftar ke sekolah harus diterima, sehingga patut dipertanyakan kualitas siswanya yang akan berdampak pula pada prestasi sekolah. Karena kebijakan ini pula berdampak pada sekolah-sekolah SMK di Kota Bandung. Salah satunya terdapat ¾ jumlah peserta didik baru yang terserap tahun 2015/2016 di SMK Negeri 3 Bandung yang merupakan siswa miskin yakni sebanyak 632 dari 830 siswa merupakan siswa miskin. siswa jalur SKTM ini diterima di sekolah-sekolah terutama di SMK tanpa memperhatikan passing grade atau standar nilai yang telah ditentukan sekolah, sehingga berdampak pula pada kualitas siswa dan prestasi sekolah nantinya. Dengan keadaan seperti inilah mayoritas orang tua siswa adalah orang tua yang tingkat ekonominya rendah. Hal ini pun menjadi penghambat program kerja sekolah karena tersendatnya pemasukan dana dari orang tua dengan alasan tidak mampu membayar. Apabila melihat fenomena ini maka mutu sekolah erat kaitannya dengan pembiayaan pendidikan. Sehingga kepala sekolah dituntut untuk dapat memanaj pembiayaan sekolah dengan baik. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kuantitatif adapun sampel sebanyak 32 orang kepala sekolah. Hasil penelitian menunjukkan bahwa manajemen pembiayaan pendidikan berpengaruh positif dan signifikan terhadap mutu sekolah yaitu sebesar 58,7%. Persamaan regresi yang diperoleh linier artinya semakin tinggi manajemen pembiayaan pendidikan maka akan semakin tinggi juga mutu sekolah pada SMK di Kota Bandung.;---There are several problems that surround Indonesian education, for instance, in terms of its equalization, relevance, efficiency, and quality. In relation to this phenomenon, Vocational High School in Bandung, in terms of its quality, has recently dropped during the academic year of 2015/2016. The reason of this reduction is due to the implementation of Mayor Policy no. 361, 2015, which stated that every impoverished student, who registered and applied themselves in a certain school, should be accepted. As a result, the quality of the school cannot be gauged and determined since there are various students coming from different backgrounds that will affect the school’s achievement. For instance, 3 National Vocational High School Bandung applied Mayor Policy and accepted several impoverished students. According to the data, there are 632 impoverished students among the total amount of 830 students that attended the school, about three-quarter fresh students during 2015/2016 academic year. Surprisingly, these 632 students received the recommendation as one of impoverished people (SKTM) without paying attention to their grades in their previous schools, and it will then affect the students and school’s quality and achievements. Moreover, their parents also have low economic condition in major, and this condition will also delay the school’s performance since their parents cannot afford to pay the school’s tuition. In relation to this situation, the quality of school is closely related to the parents with minimum earnings so that the school’s principal must be able to manage the school’s expenses well. To study this phenomenon, the descriptive-quantitative method was applied to obtain the expected result. There are 32 participants for this study who are happened to be a school principal. Accordingly, the result of the study indicated that educational financing management had a positive and significant effect towards school’s quality, approximately around 58,7%. In addition, the result is also linear regression which means that higher educational financing management resulted in higher quality of Vocational High School in Bandung.
