Abstract
Penelitian ini dilatarbelakangi oleh permasalahan yang terkait dengan peran kepemimpinan mahasiswa di lingkungan Organisasi Kemahasiswaan Kampus Universitas Pendidikan Indonesia, yang ditandai dengan kurangnya kepedulian mahasiswa (apatis) terhadap lingkungannya dan kurangnya kesadaran untuk berpartisipasi dalam organisasi kemahasiswaan sehingga hanya sedikit mahasiswa yang aktif dalam organisasi kemahasiswaan, hal ini menyebabkan lingkungan kampus menjadi tidak hidup dengan aktivitas kegiatan mahasiswa serta peran mahasiswa sebagai generasi perubah (agen of change), kekuatan moral (moral force) dan control sosial (sosial control) dirasakan kurang memiliki dampak terhadap lingkungan masyarakat. Penelitian ini bertujuan untuk mengetahui sejauh mana peran kepemimpinan Ketua Organisasi Kemahasiswaan Unit Kegiatan Mahasiswa dalam meningkatkan civic participation mahasiswa dilingkungan UPI. Penelitian ini berangkat dari dan teori kepemimpinan efektif dari D. MC Gregor (dalam Handoko, 2003, hlm. 300) dan teori kepemimpinan partisipatif dari Yukl dkk (2010, hlm 98 - 99). Penelitian ini menggunakan metode kualitatif dengan studi kasus terhadap beberapa subjek penelitian diantaranya para Ketua, Pengurus, dan Anggota UKM, yang terdiri dari UKM PRAMUKA, KABUMI, UKDM, P.S TADJIMALELA, AQUATIK, dan UKSK di lingkungan UPI. Pengumpulan data dilakukan dengan cara observasi, wawancara, studi literasi, dokumentasi dan catatan lapangan yang selanjutnya dilakukan analisis data berdasarkan empat tahap yakni reduksi data, penyajian data, triangulasi dan penarikan kesimpulan. Hasil dari penelitian ini menunjukan bahwa 1) pada dasarnya mahasiswa telah memahami mengenai pentingnya civic participation yang harus dimiliki mahasiswa serta pentingnya sikap kepemimpinan dimiliki oleh Ketua UKM dalam meningkatkan civic participation mahasiswa yang banyak menerapkan kepemimpinan yang demokratik. 2) kepemimpinan yang dapat meningkatkan civic participation mahasiswa yakni kepemimpinan yang efektif dan partisipatif. 3) faktor penyebab rendahnya civic participation yaitu faktor individu, faktor dalam organisasi, faktor keluarga, serta faktor dari lingkungan baik kampus maupun masyarakat, upaya meningkatkan civic participation mahasiswa dilakukan dengan beberapa upaya oleh para aktivis mahasiswa khususnya Ketua UKM dalam meningkatkan civic participation mahasiswa melalui Unit Kegiatan Mahasiswa. Usaha tersebut berupa sosialisasi kepada mahasiswa baru, membuat kegiatan yang menarik, penataan kultur organisasi, kegiatan pengabdian pada masyarakat dan peranan kepemimpinan organisasi dengan menerapkan kepemimpinan yang demokratis dan aktif.;--- This research is motivated by issues related to the leadership role of students in the Student Organizations of Indonesia University of Education, which is characterized by a lack of concern for students (apathetic) to the environment and the lack of awareness to participate in student organizations so that only a few students who were active in student organizations, it this led to a campus environment becomes alive with student activity and the student's role as an agent of change, the moral force and social control felt less impact on the environment community. As we know that the organization will provide guidance to the students kind of a knowledge, skills, and character, especially regarding the character of leadership. This study aims to determine the extent of the leadership role of The Chairman of Student Organizations Student Unit Activity in promoting student civic participation on UPI’s environment. This study departs from theory and effective leadership of D. MC Gregor (in Handoko, 2003, p. 300) and participative leadership theories of Yukl et al (2010, pp 98-99).This study uses a qualitative method with studies case of some of the research subjects include the Chairman, the Staff, and Member of SMEs, which consists of SMEs PRAMUKA, Kabumi, UKDM, P.S TADJIMALELA, aquatic, and UKSK in the UPI.The data collection is done by observation, interviews, literacy studies, documentation and field notes that further data analysis based on four stages namely data reduction, data presentation, and conclusion triangulation.The results of this study show that 1) basically a student has understood the importance of civic participation that must be possessed by students as well as the importance of leadership attitudes which is Chairman of the SMEs should have it in need to improving student civic participation which are many student apply democratic leadership. 2) leadership to improve student's civic participation that is effective leadership and participatory. 3) the causative factor of low civic participation is individual factors, factors in the organization, family factors, as well as the factors of the environment even the campus and the community, an effort to increase student civic participation is done with some effort by student activists in particular the Chairman of SMEs in promoting students civic participation through Student unit activities. The way to get the effort is give a socialization to new students, create interesting activities, structuring the organization's culture, service community activities and the leadership role of the organization by implementing democratic leadership and active.
