Abstract

Abad ke-19 merupakan masa dimana terjadi banyak peristiwa yang mengubah struktur perpolitikan di Eropa terutama kawasan Eropa Tengah. Diawali dengan terbentuknya Konfederasi Jerman yang diketuai oleh Austria hingga konfederasi ini berakhir ketika muncul perang yang melibatkan Austria dan Prusia (Austro-Prusia) sebagai rival. Kondisi seperti ini tentunya akan berpengaruh pada hubungan antara kedua negara yang bersangkutan dan juga negara-negara lainnya yang memiliki kepentingan dengan memanfaatkan kondisi tersebut. Penelitian ini bertujuan untuk mengkaji dan menemukan sejauh mana pengaruh dan dampak yang ditimbulkan oleh Perang Austro-Prusia terhadap kondisi politik Austria terutama hubungan politiknya dengan Hongaria yang merupakan kerajaan bagian dari Kekaisaran Austria. Penelitian ini juga dimaksudkan untuk menjawab beberapa masalah, diantaranya: 1) kondisi sosial-politik Austria selama menjadi ketua konfederasi Jerman; 2) latar belakang terjadinya Perang Austro-Prusia 1866; 3) dampak Perang Austro-Prusia terhadap hubungan politik Austria-Hongaria; 4) alasan Hongaria menyetujui terbentuknya Ausgleich 1867. Metode yang digunakan penulis adalah metode historis melalui kajian literatur dengan tahapan-tahapan: heuristik, kritik, interpretasi, dan historiografi. Dalam proses mengkaji permasalahan di atas, penulis menggunakan pendekatan interdisipliner dengan menggunakan ilmu Politik dan Sosiologi. Perang Austro-Prusia 1866 sangat berdampak pada kondisi politik Austria karena mengalami kekalahan dalam perang tersebut. Hal ini memaksa Austria untuk memulihkan kembali eksistensinya di Eropa dengan cara membangun satu hubungan baru dengan Hongaria, yaitu membentuk negara uni dual monarki Austria-Hongaria 1867 (Ausgleich). Dengan perjanjian ini, Hongaria mendapatkan kekuasaan penuh dalam mengatur kerajaannya sendiri dengan parlemennya dan mengakui Franz Joseph (Austria) sebagai kaisar dan raja dari kedua negara.----------The 19th century was a period where there are many events that change the political structure in Europe, especially in Central European region. It was begun with the formation of the Germanic Confederation, chaired by Austria until the confederation ended when a war involving Austria and Prussia (Austro-Prussian) as a rival. This conditions will certainly affect the relations between two countries concerned and also other countries that have an interest to take advantage of these conditions. This study aims to investigate and discover the extent of the influence and impact of Austro-Prussian War towards Austria’s political conditions, especially its political relations with Hungary which is the royal part of the Austrian Empire. This study is also intended to address several issues, including: 1) socio-political conditions of Austria during become a chairman of Germanic Confederation; 2) the background of the Austro-Prussian War 1866; 3) the impact of Austro-Prussian War towards Austro-Hungarian political relations; 4) the reasons of Hungary approves the formation of Ausgleich 1867. The method used is the historical method through a literature review with the stages: heuristics, critic, interpretation, and historiography. In the process of studying the problems above, the author uses an interdisciplinary approach, using political science and sociology. AustroPrussian War in 1866 severely impacted Austrian political conditions, because of its defeat in the war. This, forced Austria to restore its presence in Europe by establishing a new relationship with Hungary, which form a union state dual monarchy AustriaHungary 1867 (Ausgleich). With this treaty, Hungary gets the full power to regulate its own kingdom with its parliament and acknowledge Franz Joseph of Austria as emperor and king of both countries.
