Abstract
Penelitian ini dilatarbelakangi oleh fenomena melemahnya fungsi partai politik sebagai salah satu pilar demokrasi dalam kehidupan berbangsa dan bernegara. Terlebih lagi pada fungsi rekrutmen yang dimiliki oleh partai politik yang semakin tidak terarah. Rumusan masalah dalam penelitian ini adalah bagaimana mekanisme rekrutmen yang dilakukan oleh DPD Partai NasDem Kota Bandung, faktor-faktor apa saja yang menjadi pertimbangan dalam melakukan rekrutmen anggota DPD Partai NasDem Kota Bandung, apakah permasalahan yang ditemui dalam proses rekrutmen yang dilakukan oleh DPD Partai NasDem Kota Bandung, bagaimana upaya yang dilakukan dalam meminimalisir permasalahan dalam proses rekrutmen DPD Partai NasDem Kota Bandung, bagaimana implikasi dari mekanisme rekrutmen yang dijalankan oleh DPD Partai NasDem Kota Bandung. Grand theory dalam penelitian ini yaitu menggunakan teori La Palombara dan Weiner (dalam Sitepu, 2012, hlm. 185-185) yang menjelaskan asal-usul dan pertumbuhan partai politik, yaitu: pertama, teori kelembagaan, kedua, teori situasi historik dan yang ketiga teori pembangunan. Pendekatan penelitian ini adalah kualitatif dengan metode studi kasus untuk mengetahui fenomena di atas secara mendalam, khusus, faktual dan kontekstual. Teknik pengumpulan data pada penelitian ini adalah wawancara, observasi, studi literatur dan studi dokumentasi. Temuan penelitian ini adalah (1) Mekanisme rekrutmen yang dilakukan oleh DPD Partai NasDem Kota Bandung adalah mekanisme rekrutmen terbuka yang berlaku bagi seluruh warga negara Indonesia yang berdasarkan Undang-Undang Republik Indonssia No. 2 Tahun 2011 tentang partai politik serta Anggaran Dasar dan Anggaran Rumah Tangga Partai NasDem. (2) Faktor-faktor yang menjadi pertimbangan dalam melakukan rekrutmen anggota DPD Partai NasDem Kota Bandung meliputi dua hal, yang pertama yaitu faktor pertimbangan yang bersifat politis dan yang kedua yaitu faktor pertimbangan yang bersifat kriteria bagi calon anggota. (3) Permasalahan yang ditemui dalam proses rekrutmen yang dilakukan oleh DPD Partai NasDem Kota Bandung merupakan permasalahan yang berasal dari internal partai maupun dari eksternal partai yang meliputi kurang profesioanlnya pengurus partai, hingga sikap pragmatis dan transaksional di lingkungan masyarakat. (4) Upaya yang dilakukan dalam meminimalisir permasalahan yang terjadi pada proses rekrutmen DPD Partai NasDem Kota Bandung dilakukan dengan serius dan meliputi beberapa hal mendasar. Upaya-upaya tersebut diantaranya adalah dengan cara meningkatkan kinerja partai dan anggota DPR di masyarakat dengan mengedepankan program-program yang menjadi kebutuhan masyarakat. (5) Implikasi dari mekanisme rekrutmen yang dijalankan oleh DPD Partai NasDem Kota Bandung berdampak pada tiga aspek yang meliputi aspek regenrasi internal partai, aspek elektabilitas partai dan aspek electoral partai.----------This research is motivated by the phenomenon of weakening the function of political parties as one of the pillars of democracy in the life of the nation. Moreover, the recruitment function of political parties increasingly unfocused. Formulation of the problem in this research is how the mechanism of recruitment conducted by DPD NasDem Party Bandung, what factors are taken into consideration in the recruitment DPD NasDem Party Bandung, what the problems encountered in the recruitment process conducted by the DPD NasDem Party Bandung, how efforts aimed at decreasing the problems in the recruitment process DPD NasDem Party Bandung, what the implications of recruitment mechanism conducted by DPD NasDem Party Bandung. Grand theory in this research use the theory of La Palombara and Weiner (in Sitepu, 2012, pp. 185-185) that describes the origin and growth of political parties, such as: first, institutional theory, the second, theory of historical situation and the third theory of development. The approach of this study is a qualitative case study method to determine the phenomenon in depth, specific, factual and contextual. Data collection techniques in this study were interviews, observation, literature study and documentation study. The findings of this study were (1) The mechanism of recruitment conducted by DPD NasDem Party Bandung is open recruitment mechanisms, that apply to all citizens of Indonesia based on Regulation of Republic of Indonesia No. 2 of 2011 about political parties as well as the Statutes and Bylaws of NasDem Party. (2) Factors were considered in the recruitment DPD NasDem Party Bandung include two things, the first is a political considerations and the second is the criteria for prospective members. (3) The problems encountered in the recruitment process conducted by DPD NasDem Party Bandung is a problem which come from the internal and external parties such as less of professional party officials, and transactional and pragmatic attitude in society. (4) Efforts which done to decrease the problems that occur in the recruitment process DPD NasDem Party Bandung taken seriously and cover some basics. These efforts include by way of improving the performance of the party and member of the House of Representatives in the society by promoting programs into society needs. (5) The implications of recruitment mechanism conducted by DPD NasDem Party Bandung impact on three aspects which include internal regeneration of the party, the electability of the party and of the electoral party.
