Abstract
The research was distributed by the permissive attitude of reality permissive/indifferent) towards the practice of prostitution which until today continues to evolve in a community of Bandung city. The issue is a challenge for the community, State and nation in order to achieve the purpose of public order. This research would like to obtain an answer to the question of why Stasiun Barat Street’s Community are permissive towards the practice of prostitution in its environment. This research aims to know the background overview of community in Stasiun Barat Street RW 02 tend too seem permissive to the existence of the practice of prostitution in its environment. This research used a qualitative approach and methods used to understand social phenomena the attitude of permissive towards a comprehensive picture through abberant behavior. Engineering data collection and information made through interview, observation, study of documentation, field note, and the study of litelature. The findings of this study are: (1) view of community towards the practice of prostitution is a deviant behavior. This view produces an attitude that tends to be indifferent or permissive. (2) the existence of a permissive attitude cause factor community consists of both internal and external. Internal factors include hang on in difference to social controls weakened, lack of education about the law, as well as the existence of mutually benefical relationships among PSK or Commercial Sex Workers with the community. External factor include the eradication efforts of the Goverment and police are not serious, the presence of mutually benefical relationships among PSK or Commercial Sex Workers with the police, as well as the lack of trust the community against polices or security apparatus responsible. (3) the impact resulting from a permissive attitude is positive and negative impacts. The negative impact is the image of the Stasiun Barat Street is bad, negative stereotype to the generalizable as PSK or Commercial Sex Workers as well as “geremo”, the psychology of the child is distracted, probably reflected the sin of adultery in religion. Positive impact for a particular community is the result of revenue from unlock kiosk, rent, wages vehicles of PSK or Commercial Sex Workers, and licensing fees. (4) permissive attitude in dealing with the Efforts of community is to enact rules checking licenses for immigrants who stay in the neighborhood RW 02 as collateral or permission, submit a party more right and authorities, although most choose to remain in the stillness. Key words: Community, Permisivisme, and Prostitution Penelitian ini dilatarbelakangi oleh realitas sikap masyarakat yang permisif (serba membolehkan/acuh) terhadap praktek prostitusi yang hingga kini terus berkembang di tengah masyarakat kota Bandung. Masalah tersebut merupakan tantangan bagi masyarakat, bangsa dan Negara dalam rangka mencapai tujuan ketertiban umum. Penelitian ini ingin memperoleh jawaban atas pertanyaan mengapa masyarakat jalan Stasiun Barat RW 02 Kecamatan Andir bersifat permisif terhadap praktek prostitusi di lingkungannya. Penelitian ini bertujuan untuk mengetahui gambaran mengenai latar belakang masyarakat jalan Stasiun Barat RW 02 Kecamatan Andir cenderung tampak permisif terhadap keberadaan praktek prostitusi yang ada di lingkungannya. Penelitian ini menggunakan pendekatan kualitatif dan menggunakan metode studi kasus. Pendekatan dan metode ini digunakan untuk memahami fenomena sosial mengenai sikap permisif terhadap suatu perilaku menyimpang melalui gambaran menyeluruh. Teknik pengumpulan data dan informasi dilakukan melalui wawancara, observasi, studi dokumentasi, field note, dan studi literatur. Temuan penelitian ini adalah: (1) Pandangan masyarakat terhadap praktek prostitusi merupakan suatu perilaku menyimpang. Pandangan tersebut menghasilkan suatu sikap yang cenderung acuh atau serba membolehkan. (2) Faktor penyebab adanya sikap permisif masyarakat terdiri dari internal dan eksternal. Faktor internal meliputi bertahan pada sikap acuh hingga kontrol sosial melemah, minimnya pendidikan mengenai hukum, serta adanya hubungan saling menguntungkan antara PSK dan masyarakat. Faktor eksternal meliputi upaya pemberantasan yang tidak serius dari pemerintah dan kepolisian, adanya hubungan saling menguntungkan antara PSK dan pihak kepolisian, serta ketidak percayaan masyarakat terhadap kebijakan maupun aparat keamanan yang bertugas. (3) Dampak yang dihasilkan dari sikap permisif adalah dampak positif dan negatif. Dampak negatif adalah image atau citra jalan Stasiun Barat menjadi buruk, stereotipe negatif kepada masyarakat yang digeneralisasikan seperti PSK (Pekerja Seks Komersial) maupun geremo, psikologi anak terganggu, terimbas dosa dari perzinahan secara agama. Dampak positif bagi masyarakat tertentu adalah penghasilan dari hasil membuka kios, sewa kontrakan, upah ojeg pelacur, dan biaya perizinan. (4) Upaya dalam menangani sikap permisif masyarakat adalah dengan memberlakukan aturan pengecekan buku nikah bagi pendatang yang menginap di lingkungan RW 02 sebagai jaminan atau izin, menyerahkan pada pihak yang lebih berhak dan berwajib, meski sebagian besar memilih untuk tetap pada sikap diam.
