Abstract
Aldy Sampurna (1104733) Implementasi Pelayanan Kesehatan Gratis Sebagai Realisasi Hak Warga Negara Dalam Bidang Kesehatan di Kabupaten Kuningan Pelayanan kesehatan merupakan salah satu hak mendasar masyarakat yang penyediaannya wajib diselenggarakan oleh pemerintah sebagaimana telah diamanatkan dalam Undang-undang Dasar 1945 pasal 28 H ayat (1) dan Pasal 34 ayat (3). Salah satu bentuk fasilitas pelayanan kesehatan untuk masyarakat yang diselenggarakan oleh pemerintah adalah puskesmas dan Rumah Sakit. Fasilitas pelayanan kesehatan ini merupakan pusat pengembangan kesehatan masyarakat dalam membina peran serta masyarakat juga memberikan pelayanan secara menyeluruh dan terpadu kepada masyarakat. Guna mewujudkan komitmen tersebut, maka pemerintah bertanggung jawab atas pelaksanaan jaminan kesehatan masyarakat melalui program Jaminan Kesehatan Nasional (JKN) melalui badan penyelenggara kesehatan (BPJS). Penelitian ini bertujuan untuk menganalisis sejauh mana implementasi kebijakan pemerintah Kabupaten Kuningan dalam upaya pelayanan kesehatan gratis sebagai realisasi hak warga Negara. Penelitian ini didasarkan atas empat permasalahan, yaitu Bagaimana pelaksanaan kebijakan pelayanan kesehatan gratis di Kabupaten Kuningan?, Bagaimana pemanfaatan pelayanan kesehatan gratis di Puskesmas oleh masyarakat Kabupaten Kuningan?, Bagaimana persepsi masyarakat terhadap pelaksanaan kebijakan pelayanan kesehatan gratis di Puskesmas? dan Bagaimana alternatif kebijakan dalam memperbaiki pelaksanaan pelayananan kesehatan gratis di Kabupaten Kuningan? Pendekatan yang digunakan untuk mengungkap permasalahan-permasalahan tersebut adalah pendekatan kualitatif, metode yang digunakan metode deskriptif dan bentuk penelitian studi deskriptif. Data-data diperoleh dengan cara observasi, wawancara, studi dokumentasi, studi kepustakaan. Penelitian mengungkapkan bahwa: 1)Pelaksanaan kebijakan pelayanan kesehatan gratis di Kabupaten Kuningan sudah berjalan sesuai dengan tujuanya namun masih ada hambatan-hambatan yang diperoleh di dalam pelaksanaan kebijakan pelayanan kesehatan gratis ini 2) Pemanfaatan kebijakan pelayanan kesehatan gratis di Kabupaten Kuningan sebagian besar sudah dimanfaatkan oleh masyarakatnya, hampir sekitar 50% dari 1.118.335 ribu jiwa masyarakat Kabupaten Kuningan sudah memanfaatkan kebijakan pelayanan kesehatan gratis ini. 3) Persepsi masyarakat Kabupaten Kuningan baik yang menggunakan kartu BPJS ataupun yang tidak menggunakan BPJS mengenai kebijakan pelayanan kesehatan gratis yaitu sangat positif. 4) Alternatif kebijakan yang dilakukan oleh dinas kesehatan Kabupaten Kuningan yaitu menggunakan APBD Kabupaten Kuningan di bidang kesehatan dan program Jamkesda Kata Kunci: pelayanan kesehatan gratis, pemanfaatan kebijakan, BPJS Health care is one of the fundamental rights of the people that provision shall be convened by the government as mandated in Law 1945 Article 28 H paragraph (1) and Article 34 paragraph (3). One form of health care facilities to the public organized by the government health centers and hospitals. The health care facility is central to the development of public health in fostering public participation also provide comprehensive and integrated services to the public. In order to realize this commitment, it is responsible for the implementation of public health insurance through the National Health Insurance program (JKN) through organizing body health (BPJS). This study aims to analyze the extent to which government policy implementation Kuningan district in an effort to free health services as a realization of the rights of citizens. This study is based on four issues, namely How the implementation of the free health care policy in Kuningan District ?, How to use free health care at the community health center by the Kuningan District ?, How is the public perception of the implementation of the policy of free health care at the health center? and How to improve the implementation of policy alternatives in health pelayananan free in Kuningan District The approach used to uncover these problems is a qualitative approach, the method used descriptive method and form of descriptive study research. The data obtained by observation, interview, documentation study, literature study. The research revealed that: 1) The implementation of the policy of free health care in Kuningan District is going according to their end but there are still barriers that gained in the implementation of health care policy free 2) Utilization policy of free health care in Kuningan District largely been exploited by people, nearly 50% of 1,118,335 thousand inhabitants Kuningan district society already utilize this free health care policy. 3) The public perception Kuningan District BPJS whether using cards or not using BPJS about the free health care policy that is very positive. 4) Alternative policies carried out by the health department is using Kuningan district budget in the health sector and program Jamkesda Keywords: free health care, utilization policy, BPJS
